A national volume decline should normally ease truckload pricing. In September, it did not. FreightWaves reported that its SONAR Truckload Volume Index fell nearly 15% on September 9 as the seven-day average absorbed the quiet Labor Day weekend. Yet the National Truckload Index held at $3.44 per mile, 47% above the prior year.

That divergence is not a contradiction. It is a warning that aggregate demand is no longer enough to explain the rate a shipper will pay on a specific lane. A national average can fall while a constrained origin, an unattractive destination, a missed appointment, or a shortage of the right trailer makes one shipment expensive.

The right response is not to declare the whole market tight or loose. It is to diagnose the lane before buying capacity.

Why lower volume did not produce cheaper trucksโ€‹

The volume decline was partly mechanical. Minimal holiday-weekend shipping pulled down a rolling average after a pre-holiday surge. Capacity, meanwhile, remained vulnerable. FreightWaves reported that national tender rejections stayed just above 14%, even after easing about 3.2%. Van rejections were 12.35%, flatbed was just under 19%, and reefer remained above 20%.

Those equipment differences matter. A refrigerated buyer was not shopping in the same market as a dry-van buyer, despite both seeing the same national volume headline. Reefer rejection was nearly 10 percentage points above van, which implies substantially less dependable primary capacity.

Costs also set a higher floor. National diesel reached $5.60 per gallon, nearly 10% above the prior week. The reefer spot rate climbed to $3.84 per mile all-in. Carriers may accept fewer marginal loads when fuel, repositioning, and service risk make the economics unattractive.

Finally, the network is exposed to small disruptions. Tender rejections rose above 14.5% before Labor Dayโ€”the strongest holiday increase since 2021โ€”then settled near 14%. In an earlier analysis, FreightWaves noted that rejection rates of 7% to 8% are generally considered inflationary for spot pricing. A market around 14% has little slack even if total tenders are not growing.

Replace the national average with four lane questionsโ€‹

Before moving a tender to the spot market, examine four conditions.

1. Is the origin genuinely tight?โ€‹

Measure the origin market's rejection rate, tender lead time, same-day spot quotes, and carrier acceptance by equipment type. Compare them with the lane's own four-week baseline, not only a national index. A broad rate increase accompanied by stable local acceptance may be noise; rising local rejections and shrinking quote depth indicate real scarcity.

2. Does the destination create deadhead?โ€‹

Carriers price the next move as well as the current one. A destination with few reloads, long dwell, or an unfavorable outbound balance can command a premium while nearby headhaul lanes remain competitive. Track destination-to-next-pickup deadhead, outbound load availability, and the number of carriers willing to quote. A high linehaul rate can be rational when the truck must travel empty afterward.

3. Are operating constraints shrinking the carrier pool?โ€‹

Appointment windows, driver-assist requirements, facility congestion, trailer pools, temperature controls, and strict transit commitments all reduce usable capacity. Separate the market premium from the shipment-design premium. If flexible pickup adds four qualified carriers or a two-hour receiving change avoids overnight detention, the cheapest capacity action may be operational rather than commercial.

4. Is another mode truly feasible?โ€‹

Domestic intermodal container volume was about 20% above the prior year during the holiday week, while intermodal contract rates rose 7.5% to 8% year over year. That shows both demand and pricing pressure. Rail can still be attractive, but only when dray capacity, terminal cutoffs, equipment, transit variability, and inventory carrying cost fit the shipment.

A practical lane-diagnosis decision treeโ€‹

Use the diagnosis to make one of four controlled choices:

  1. Keep the contract tender when the primary carrier is accepting, lead time is adequate, and the rate remains inside the lane's approved variance. Do not abandon the routing guide because the national spot index moved.
  2. Run a spot buy when local rejection, equipment scarcity, or a service-critical deadline makes routing-guide recovery unlikely. Require multiple quotes and record the reason code so disruption premiums remain visible.
  3. Convert to intermodal when the lane has sufficient length, terminal access, schedule tolerance, and predictable drayage. Compare total landed costโ€”not rail linehaul aloneโ€”with truckload.
  4. Delay or consolidate the release when the shipment is not urgent and the premium is tied to a short-lived holiday, weather, or appointment constraint. A 24-hour change can restore carrier choice without resetting the lane benchmark.

The decision should be repeatable. Configure thresholds by origin, equipment, service class, and customer promise rather than granting buyers a vague instruction to โ€œwatch the market.โ€

Prevent a temporary premium from becoming the new baselineโ€‹

Two measurements keep volatility from contaminating the routing guide.

First, track forecast error at lane and ship-day level. Compare planned loads, tendered loads, and actual releases. A national demand forecast can look accurate while Tuesday outbound volume from one distribution center misses by 30%. That miss creates a local capacity event the procurement team may incorrectly blame on the market.

Second, track paid-rate variance against both contract rate and a lane-specific benchmark. Attach a reason code: carrier rejection, late release, destination imbalance, appointment failure, weather, equipment shortage, or deliberate service upgrade. Review the premium after the disruption clears. A one-week exception should not automatically enter the next bid as the new normal.
