Estes Invests $56M in Cross-Border Freight: Qualify Network Expansion Lane by Lane

Estes Express Lines is putting nearly $56 million into cross-border and offshore freight capacity. For shippers, however, a bigger network is not automatically a better lane.

The investment spans terminals, equipment, and capacity serving Mexico, Canada, Alaska, Hawaii, and Puerto Rico. FreightWaves reports that Estes already covers Mexico through 52 service centers, is expanding its Laredo facility, and is developing Otay Mesa and El Paso-Juarez as larger gateways. In Canada, the carrier nearly doubled its Detroit terminal from about 70 doors to 139 and doubled capacity in Fargo, North Dakota.

Those are meaningful additions. Yet procurement teams should qualify the resulting service lane by lane, because border crossings and ocean connections create risks that a network-wide transit-time average will hide.

Convert network investment into lane evidence​

The headline number establishes commitment, not lane performance. Begin with the precise origin-destination pair, expected shipment profile, and gateway. A shipment from Ohio to Ontario does not use the same operating chain as one from Southern California to central Mexico. Freight bound for Oahu has a sailing cutoff and port transfer that an inland Canadian shipment does not.

For every candidate lane, document five dimensions:

  • Frequency: scheduled departures per week and the cutoff for each departure
  • Handoffs: terminals, border transfers, drayage providers, and ocean connections
  • Customs exposure: broker ownership, document cutoff, inspection risk, and operating hours
  • Service history: on-time pickup, milestone adherence, damage, claims, and dwell
  • Recovery options: alternate gateway, next departure, substitute capacity, and escalation owner

Score each dimension with the shipper's actual volume and service requirements. A daily departure is valuable only if the cutoff fits production. A new terminal adds resilience only if the carrier can reroute freight through it during congestion.

Estes' broader network provides useful context. The carrier operates 13,857 terminal doors across roughly 300 locations and expects to pass 14,000 doors by the end of October, according to FreightWaves. But qualification should establish which of those facilities touch the lane and what happens at each one.

Use different clocks for land borders and offshore freight​

Cross-border land freight should be measured around customs release and equipment movement. The operating clock needs milestones for origin pickup, consolidation, arrival at the gateway, export clearance, border crossing, import release, interchange, and destination delivery.

Set exception thresholds for each milestone. If a trailer reaches Laredo but its customs packet is incomplete, the alert should fire before the planned crossing window closesβ€”not after the delivery appointment is missed. The plan should also identify whether the same shipment can shift to Otay Mesa or El Paso-Juarez and what that diversion would cost.

Border rules can disrupt capacity even when loaded freight is ready. In a separate incident, FreightWaves reported that a restriction on empty trucks entering Piedras Negras stranded roughly 700 tractors in Eagle Pass before Mexican customs authorities reversed it. That episode shows why a lane review must include empty-equipment positioning and regulatory changes, not just cargo clearance.

Offshore freight needs another clock. Track container availability, consolidation cutoff, port tender, vessel departure, arrival, deconsolidation, island terminal release, and final delivery. A shipment that misses a land departure may recover later that day; one that misses a sailing may wait several days. Exception severity should reflect the next viable departure rather than applying the same number of hours across modes.

Estes says it operates its own 45-foot high-cube ocean-container fleet for Alaska, Hawaii, and Puerto Rico. The carrier opened a 29-door service center on Oahu in 2025 and uses consolidation points in Rancho Cucamonga for Hawaii, the Seattle-Tacoma area for Alaska, and Jacksonville primarily for Puerto Rico. Those assets reduce some handoffs, but shippers should still validate cutoff performance and recovery plans for each island market.

Measure total landed service cost​

Headline transit time is an incomplete buying metric. Calculate total landed service cost for a representative shipment:

Base freight + accessorials + customs and brokerage + inventory carrying cost + expected disruption cost + claims cost.

Expected disruption cost converts service variability into a comparable number. Multiply the probability of a late or damaged shipment by the financial impact of recovery: premium transport, production downtime, appointment penalties, labor, inventory shortage, and customer credits.

This matters as shipment profiles change. Estes said its Canada cross-border volumes began 2026 about 1% to 2% below the prior year before improving around the end of February. It also reported that cross-border tonnage was rising faster than shipment count and that average Canada shipment weight increased roughly 5% to 6% year over year. Heavier shipments can change handling, capacity, pricing, and claims exposure even if shipment counts appear stable.

Run a controlled pilot before awarding broad volume. Use several shipments that represent normal freight plus difficult cases: high value, appointment-sensitive, customs-intensive, or awkward dimensions. Compare promised and actual timestamps at every handoff. Record the cause, owner, recovery action, and cost of every exception.

After the pilot, approve the lane with conditions rather than issuing a carrier-wide verdict. Set volume limits, required milestones, service thresholds, and a review date. Requalify when the gateway, sailing schedule, customs process, equipment type, or shipment mix changes.

Network expansion creates options. Disciplined lane qualification determines whether those options create dependable service.
