U.S.–Mexico commerce has crossed another milestone. Two-way trade reached a record $94.8 billion in July 2026, but the headline number does not tell a shipper whether tomorrow’s load will clear the border on time. Trade value measures economic scale. It does not measure available cross-border drivers, customs-document readiness, transfer-yard congestion, trailer imbalance, or appointment reliability.

That distinction matters now. FreightWaves reports that July trade increased 27.5% year over year, from $74.36 billion to $94.8 billion. Imports from Mexico climbed 33.5% to $60.55 billion, while U.S. exports rose 18.1% to $34.24 billion. Through July, bilateral commerce totaled $588.52 billion, up 16.1%.

Those figures confirm strong demand. For freight forwarders, however, the metric that predicts service is not monthly trade value. It is usable border throughput: the share of planned loads that complete documentation, drayage, crossing, transfer, and onward dispatch within their promised window.

The record is concentrated at a critical gateway

Laredo remained the top U.S. international trade gateway in July, handling $36.95 billion in commerce. Of that, $35.9 billion was U.S.–Mexico trade, up 21.9% from the prior year. Imports through Laredo rose 25% to $24.48 billion, outpacing export growth and reinforcing the northbound imbalance that freight operators feel in equipment and driver planning.

The market signals are not uniform. FreightWaves reported Laredo’s outbound tender rejection rate at 11.18% in early September, suggesting carriers had meaningful leverage. Yet a separate late-August reading showed domestic outbound rejections falling from 12.24% on July 24 to 6.93% on August 24. That apparent contradiction is useful: domestic capacity north of the border can loosen while the cross-border segment remains constrained.

The capacity crunch is tied to qualified northbound drivers. Active Mexican-domiciled southern-border carriers declined 6.3% between late December and late June, according to FMCSA data cited by FreightWaves. One industry estimate described roughly nine available trailers for every driver. The bottleneck, therefore, is not necessarily physical equipment; it is the qualified human and compliant operating capacity required to move that equipment across the border.

Build a corridor scorecard that measures flow

A useful border scorecard should separate four operational stages rather than collapse them into a single transit-time average.

1. Border dwell: Track arrival-to-crossing time by gateway, direction, day of week, carrier, and service model. Report both the median and the 90th percentile. An average can look stable even while a smaller group of loads misses appointments badly.

2. Document readiness: Measure the percentage of loads with a complete commercial invoice, classification, origin evidence, broker packet, and shipment identifiers before the cutoff. Also record the minutes between document completion and planned border arrival. A load released after the tractor is waiting is a preventable capacity loss.

3. Transfer success: For transload or trailer-transfer moves, track first-attempt success, handling time, seal exceptions, damage claims, and missed handoffs. Transloading can bypass limited B-1 driver capacity, but the extra touch creates cargo and security exposure. The choice should be based on shipment value, urgency, and risk—not habit.

4. Empty repositioning: Monitor northbound loaded moves against southbound loads and empty returns by carrier and equipment type. Import growth exceeding export growth can strand equipment on the wrong side. Empty-cycle time and loaded-to-empty ratio show whether nominal trailer supply is actually usable.

Together, these measures produce a more honest corridor indicator:

Usable border throughput = planned loads × document-ready rate × capacity-acceptance rate × first-pass crossing/transfer rate.

If 100 loads are planned, 96% are document-ready, 88% secure the needed border capacity, and 94% clear the first planned handoff, usable throughput is about 79 loads—not 100. That gap is where customer promises fail.

Distinguish durable growth from a temporary surge

Record trade can reflect lasting network change, tariff timing, inventory rebuilding, seasonal produce, or shipments pulled forward. Freight teams should avoid treating one month as a permanent baseline.

Start by comparing rolling 13-week shipment counts with the same period a year earlier. Then segment volume by customer, commodity, plant, lane, and direction. Durable nearshoring growth should appear as repeated purchase-order releases, steady production schedules, growing tender counts, and sustained warehouse or supplier activity. A short-lived surge is more likely to show concentrated ship dates, unusual spot buying, or volume that disappears after a policy or inventory deadline.

Infrastructure plans offer a second signal, but not immediate relief. Mexico plans to expand the World Trade Bridge from eight lanes to 18, more than doubling its cargo-lane capacity. Construction was scheduled to begin in the second half of 2026, with no completion date disclosed. Forwarders should not book tomorrow’s service against future concrete. Lane capacity, inspection staffing, driver availability, brokerage readiness, and yard operations must all improve for theoretical capacity to become dependable throughput.

Turn the metric into operating decisions

Set thresholds before the corridor becomes critical. When 90th-percentile dwell exceeds the service buffer, shift selected high-value loads to transload, add appointment slack, or route through an alternate gateway. When document readiness falls, stop treating delays as a carrier problem and correct the upstream data workflow. When empty-cycle time rises, reserve equipment earlier or pair northbound and southbound demand.
