Truck tender rejections near 15% are a warning that routing guides have less dependable capacity than they did during the freight recession. They are not, however, a reason to buy expensive backup coverage across every lane.

FreightWaves recently reported rejection rates in the 15% range, elevated from comparable periods in prior years despite a softer summer stretch. The same report describes capacity leaving the market over roughly four years while equipment, insurance, and liability costs raise barriers to replacing it. That combination makes the market more vulnerable to demand spikes, weather, enforcement events, and seasonal surges.

The operational question is not simply whether the national market is tight. It is where a shipper's contracted carriers are beginning to fail, how quickly alternatives can respond, and what premium is justified by the service risk on that lane.

A national average can hide two different markets

A tender rejection occurs when a carrier declines a load offered under an existing contract. At 15%, roughly 15 of every 100 tendered loads in the measured market are being refused. The index is a useful capacity proxy because rising rejection behavior usually forces more freight into secondary routing-guide carriers or the spot market.

But the national figure blends thousands of origin-destination pairs. An inbound lane into a consumption market can remain easy to cover while the reverse direction becomes expensive. Produce seasons, port flows, factory schedules, driver availability, trailer pools, and day-of-week patterns all change the usable supply on an individual lane. Dry van conditions also say little about refrigerated or flatbed availability.

That is why a procurement team can see acceptable performance in its network average while a critical plant lane misses pickups repeatedly. Conversely, buying blanket protection because the national index reached 15% can lock in unnecessary premiums on stable lanes.

Tightness is not necessarily a demand boom

Tender rejections can rise because load demand grows faster than truck supply. They can also rise when demand is flat but carriers exit, reposition equipment, or become more selective.

The current evidence points strongly to supply pressure. FreightWaves reports that trucking's national spot rate, including fuel, was about $2.80 per mile, up 23% from $2.33 a year earlier, while tender rejections hovered near 14%. The report also notes that those rejection levels had not been sustained since 2022. In the same analysis, domestic intermodal spot rates excluding fuel were $1.39 per mile, down from $1.48, and rail could offer 20% to 30% savings on some long-haul lanes.

Those figures show why shippers should keep mode and lane alternatives visible. They also show why volume forecasts alone are inadequate. Capacity may deteriorate even when a facility's shipments are unchanged, because the available carrier base or equipment balance has changed.

Seasonality adds another trap. July and August softness can temporarily lower rejections without restoring structural supply. A shipper that interprets a short dip as a return to abundant capacity may discover that its routing guide fails when fall demand or a localized disruption arrives.

Use four thresholds for escalation

A lane-specific capacity trigger should combine rejection, lead time, spot premium, and service performance. No single measure provides enough context.

1. Rejection threshold. Track the percentage of primary-carrier tenders rejected on each lane over a rolling period. An initial alert might fire when a lane exceeds 10% for seven days. Escalation could follow above 15%, or when the lane worsens by five percentage points week over week. The exact threshold should reflect shipment frequency; one rejection on a low-volume lane needs different treatment from 30 failures in a dense corridor.

2. Lead-time threshold. Measure the time between tender and scheduled pickup. If a lane historically covers with 24 hours' notice but now needs 48, the shipper is consuming planning flexibility before service failures appear. Trigger earlier tendering or pre-booking when the median required lead time rises, and flag urgent loads that fall outside that window.

3. Spot-premium threshold. Compare executable spot quotes with the contractual linehaul rate on the same lane and equipment type. A premium below a defined tolerance may justify immediate backup coverage. Above it, the load should move to procurement review, consolidation, rescheduling, or an intermodal test rather than automatic acceptance. This guardrail prevents a capacity alert from becoming an unlimited spending authorization.

4. Service threshold. Monitor pickup acceptance, on-time pickup, on-time delivery, and late-cancellation frequency. A carrier can accept tenders yet still miss appointments. Escalate when service falls below the lane's customer or production requirement, especially for plant shutdown risk, retail appointments, or time-sensitive replenishment.

Turn the thresholds into a controlled response

The first response should be narrow. When one threshold is breached, notify the lane owner and tender earlier. When rejection and lead-time thresholds are both breached, activate the next approved carrier and request a time-bounded quote. When three measures deteriorate—or a critical service threshold fails—open a mini-bid, reserve committed capacity, or approve modal substitution.

This discipline matters because routing guides are already under pressure. FreightWaves reported that mini-bid activity increased and some shippers had to rebid their books as rejection rates rose. The article says a major spot-rate index draws from 250,000 lanes, a useful reminder that market direction emerges from highly varied local conditions. It also reports that carrier rate expectations moved from low- to mid-single-digit increases toward mid- to high-single-digit increases, with some shippers seeing double-digit hikes.

A blanket rebid may eventually be necessary, but it should not be the default response to an aggregate index. Lane evidence can identify which commitments need repair and which contracts still perform.
