XPO's 5.7% Shipment Growth and Lighter Loads Change the LTL Cost Equation

An LTL network can get busier even when each shipment gets lighter. That is the practical message in XPO's August operating data—and it changes how shippers should evaluate freight costs before the next carrier bid.

FreightWaves reported that XPO's daily shipments increased 5.7% year over year in August, while weight per shipment declined 1.8%. The combination produced a 3.7% increase in tonnage. Those three figures describe the same month, but each points to a different kind of network pressure.

For shippers, tonnage growth alone is not enough to forecast spend. More shipments mean more pickups, bills, dock movements, scans, and deliveries. Lighter freight may reduce weight-based charges, but it does not necessarily reduce the space occupied in a trailer or the number of times freight must be handled. The right cost equation therefore needs shipment count, weight, cube, density, and handling events together.

Why 5.7% more shipments matters

LTL carriers consolidate freight from many customers through terminals. Every additional shipment creates work that is only loosely connected to its weight: scheduling a pickup, creating and auditing paperwork, moving the pallet across a dock, loading it into linehaul equipment, and completing final delivery.

That makes shipment count a useful proxy for transaction and handling demand. If a shipper's volume followed XPO's reported pattern, 10,000 monthly shipments would become 10,570. Even with lighter average loads, the network would process 570 additional shipment records and service events. A transportation budget built only from total pounds could miss that increase.

The 1.8% decline in weight per shipment also deserves scrutiny. It may reflect smaller customer orders, deliberate inventory reductions, a changing commodity mix, or orders being released more frequently. Each cause suggests a different response. Smaller orders might be consolidated; urgent replenishment might not be. A mix shift toward lightweight but bulky goods may actually make trailer space scarcer.

Weight, cube, and density tell different stories

Weight measures how much freight a trailer carries. Cube measures the space it occupies. Density—weight divided by cubic volume—connects the two. A dense pallet can use little floor space while consuming payload capacity; a light, bulky pallet can fill a trailer long before its legal weight limit is reached.

That distinction is becoming more important in LTL pricing. Logistics Management's 2026 LTL market update notes that better density accounting helps carriers load more small shipments and avoid cubing out on lighter freight. Its reporting also highlights continued pricing discipline despite the relationship between lower shipment weight and cost.

Shippers should not assume that a 1.8% drop in average weight will translate into a similar rate reduction. If pallet dimensions remain unchanged, density falls and the carrier still sells the same scarce trailer positions. If the number of pallets or handling units rises with shipment count, terminal labor and damage exposure may rise as well.

Test minimum charges before the bid

Minimum charges can dominate the economics of lighter shipments. Before launching an RFP, pull 12 months of shipment detail and recalculate each move under current and proposed tariffs. Identify shipments for which the applicable minimum charge exceeds the calculated weight-based linehaul charge.

Segment the results by lane, customer, origin facility, pallet count, weight band, and cubic feet. Then test three practical scenarios:

  1. Consolidate by destination and service window. Combine compatible orders that can depart one day later without breaking the delivery promise. Measure the avoided minimum charges against added inventory and handling cost.
  2. Improve pallet and carton utilization. Compare billed cube with product cube to locate excess packaging, low stackability, and partial pallets. A packaging change can improve density without changing demand.
  3. Select the right service. Some small shipments may fit parcel or consolidation programs; others need LTL because of dimensions, value, handling requirements, or delivery conditions. Apply explicit routing rules rather than a simple weight threshold.

Keep service performance in the model. A theoretical saving is not a saving if consolidation causes missed appointments, chargebacks, or emergency recovery shipments.

Build a dashboard around four cost lenses

A useful TMS dashboard should reconcile invoice spend with the physical work behind it. Start with four measures.

Cost per shipment shows whether transaction and minimum-charge exposure is growing. Track linehaul, fuel, accessorials, and claims separately so a changing service mix does not hide the cause.

Cost per hundredweight remains valuable for comparing weight-based economics, but it should be displayed alongside average weight per shipment. When shipments get lighter, cost per hundredweight can rise even if cost per shipment is stable.

Cost per pallet or handling unit connects spend to floor positions and dock activity. Capture pallet count at tender and validate it at pickup or through carrier events.

Cost per handling event exposes the operating burden of fragmentation. Count pickups, terminal transfers, rehandling events, delivery attempts, and exception touches. Even an estimated event cost is more informative than treating every shipment as operationally identical.

Add cube, density, minimum-charge incidence, and consolidation eligibility as supporting measures. Users should be able to move from a networkwide trend to the underlying lanes and shipments. The dashboard should also compare tendered dimensions and weight with audited values, since inaccurate master data can distort both classification and expected price.

Turn carrier metrics into shipper decisions

XPO's August results are a reminder that LTL volume has multiple dimensions. A 3.7% tonnage increase does not fully describe a network handling 5.7% more shipments at 1.8% less weight apiece. For carriers, that mix affects terminals, trailers, labor, and pricing. For shippers, it affects minimum charges, consolidation potential, packaging, and the metrics used to judge a bid.

The best response is not to chase a single benchmark. It is to connect order-release behavior to shipment characteristics and invoiced cost, then test routing and consolidation rules against real service commitments. That gives procurement a defensible bid baseline—and gives operations levers they can use after rates are signed.
