Chemical shippers usually measure carriers. They track on-time pickup, safety, tender acceptance, claims, and cost. Far fewer turn the lens around and measure how easy—or difficult—they are for carriers to serve.

That blind spot becomes expensive when capacity tightens. A carrier choosing between two loads will consider more than the linehaul rate. It will ask whether the driver will lose hours at the gate, whether the product and equipment requirements are accurate, whether paperwork will be ready, and whether payment will arrive without a dispute. For hazardous materials, those questions carry even more weight because qualified drivers and specialized assets cannot be replaced quickly.

Chemical logistics teams need a carrier-attractiveness score now, while capacity is still available and operational weaknesses can be fixed deliberately.

Chemical capacity is a specialized network

The operating scale behind one major chemical distributor illustrates the challenge. In a 2026 FreightWaves interview, Univar Solutions described a network spanning air, barge, ocean, LTL, truckload, and rail, including a fleet of approximately 3,500 railcars. The company said roughly 90% of its volume is liquid-bulk hazmat and about 50% of its volume moves with outside carriers.

Those figures matter because liquid-bulk hazmat is not an interchangeable truckload market. A shipment of hydrochloric acid may require a rubber-lined tanker. Drivers may need hazmat and tanker endorsements, a TWIC credential, site-specific training, or specialized personal protective equipment. Equipment cleaning histories and product compatibility can eliminate otherwise available assets.

The carrier pool can therefore tighten long before the general freight market does. Inbound Logistics reported that hazmat or tanker-endorsed shipment rates rose 60% to 70% during much of 2021 and early 2022, while tender rejections reached as high as 25%. That period also showed why price alone is a weak capacity strategy: drivers who expect a delay can simply accept a more productive load.

Build a score carriers would recognize

A useful carrier-attractiveness score should be calculated by facility, mode, and shipment type—not averaged into a flattering enterprise number. A plant may be excellent for packaged truckload freight but consistently delay bulk tankers. A terminal may turn railcars quickly while producing incomplete ocean documentation.

Start with a 100-point model:

  • Facility and cycle time — 25 points. Measure arrival-to-gate time, loading or unloading duration, appointment adherence, after-hours access, parking, restroom availability, and the percentage of visits exceeding the agreed free-time window.
  • Shipment readiness and documentation — 20 points. Track whether bills of lading, dangerous-goods declarations, safety data sheets, placards, weights, and emergency-contact details are complete before dispatch. Record corrections by facility and product.
  • Safety and site experience — 20 points. Score the clarity of site rules, PPE requirements, induction time, loading procedures, incident response, and how consistently employees treat drivers and crews as operational partners.
  • Commercial reliability — 15 points. Measure invoice approval time, days to pay, disputed accessorials, detention approval, and the gap between quoted and paid charges.
  • Forecast and tender quality — 10 points. Compare forecast volume with actual tenders, track lead time, cancellations, tender churn, and the share of loads offered outside the agreed routing guide.
  • Asset productivity and network fit — 10 points. Measure reload opportunities, lane balance, railcar dwell, tank-cleaning coordination, container turnaround, and equipment utilization.

Weighting should change by mode. Facility cycle time and cleaning coordination deserve greater weight for bulk hazmat trucks. Rail scoring should emphasize car dwell, release accuracy, and fleet utilization. Barge and ocean scoring should give more weight to berth windows, documentation, demurrage exposure, and terminal coordination. Air cargo should emphasize dangerous-goods acceptance, packaging compliance, and cutoff performance.

Connect the score to capacity outcomes

The score becomes valuable when it is linked to transportation results. Compare each facility’s monthly score with primary-carrier tender acceptance, routing-guide depth, spot-market usage, detention, and premium freight. That reveals whether poor site behavior is creating procurement problems that appear later as a rate issue.

For example, suppose Plant A scores 88 and Plant B scores 62 on comparable tanker lanes. If Plant B also records lower tender acceptance and more spot loads, the business case for fixing its gate process becomes measurable. Reducing two hours of driver dwell may protect capacity more effectively than another rate increase.

The same logic applies across modes. A rail site with slow release events ties up scarce cars. An ocean shipper that repeatedly amends dangerous-goods paperwork risks rolled bookings and extra terminal charges. An air shipper with inconsistent packaging wastes scarce acceptance slots. The score should expose these patterns early rather than after a service failure.

Carrier feedback is essential. Ask core carriers to score facilities quarterly, then compare their answers with internal system data. Protect candid feedback and require site owners to close corrective actions. Make carrier attractiveness an operating KPI

A TMS should maintain the evidence behind the score.
