Cargo security often focuses on what is inside the trailer. A recent recovery in the Carolinas is a reminder that the equipment moving the freight also has an identity—and criminals can exploit gaps in how that identity is verified.

Law enforcement officers in South Carolina and North Carolina recovered 13 semi-trucks, three trailers, and two motor vehicles worth more than $1 million, according to FreightWaves. The scale of the recovery makes this more than an isolated stolen-vehicle story. Thirteen tractors represent enough power units to create convincing substitutions across multiple loads, yards, or carrier identities.

For shippers and brokers, the lesson is direct: verifying the carrier company at onboarding is necessary, but it is not sufficient. Every dispatched load must remain connected to the physical tractor, trailer, driver, and credentials that actually arrive.

Cargo Identity Is Not Equipment Identity

A shipment has a familiar identity stack: order number, load number, bill of lading, SKU, quantity, origin, destination, and seal. Transportation teams use those fields to determine whether the right freight is moving to the right customer.

The equipment has a separate stack:

  • Tractor unit number and vehicle identification number
  • Trailer number and VIN
  • License plate number, issuing jurisdiction, and expiration
  • Driver identity and commercial license details
  • Seal number and condition at pickup
  • Telematics device identity and live location
  • Carrier authority, insurance, and dispatch contact

These data points are related, but they are not interchangeable. A load can have a valid bill of lading and still be collected by an unauthorized tractor. A tractor can display a carrier's branding while its plate or VIN belongs to another vehicle. A trailer number can match an emailed dispatch sheet even when its telematics device reports from somewhere else.

That distinction matters as theft becomes more strategic. FreightWaves reported that deceptive pickup schemes—using fake identities, forged credentials, or carrier impersonation—rose 31% year over year. Criminals do not always need to break a lock when they can make the wrong truck look legitimate long enough to leave the gate.

Build Verification Into the Dispatch Record

Carrier onboarding is usually treated as a point-in-time approval. A team checks authority, insurance, safety data, contacts, and payment details, then marks the carrier active. The load tender later inherits that approval.

The missing link is an asset-level dispatch record. Before pickup, the carrier should provide the expected driver, tractor, trailer, plates, and contact information through a controlled channel. The TMS should preserve those details with the tender rather than in an email thread or a dispatcher's notes.

At arrival, gate or shipping personnel should compare the physical equipment against that record. A useful workflow captures the plate and unit number, scans or records the VIN where practical, verifies the driver's identity, and confirms the seal after loading. Time, location, and the employee completing the check should be logged.

This is not paperwork for its own sake. Supply Chain Dive reported congressional testimony that cargo theft had reached historic highs, increasing 27% year over year with estimated losses above $1 billion. At that level of exposure, asset verification is a loss-control process.

Treat Mismatches as Exceptions, Not Informal Changes

Equipment substitutions are common in trucking. A tractor breaks down, a driver changes, or a trailer is swapped to protect an appointment. The operational reality is legitimate; the risk comes from allowing the change to bypass verification.

A secure workflow should place a hold on the load when:

  • The arriving tractor or trailer is absent from the dispatch record
  • A plate, VIN, or unit number conflicts with submitted information
  • The driver cannot be verified through the carrier's approved contact
  • Telematics shows an impossible location or an unrecognized device
  • A seal is missing, changed, or recorded out of sequence
  • The carrier requests a last-minute change from a new email or phone number

The hold should trigger an out-of-band confirmation using a contact already stored in the carrier master—not the phone number supplied by the person requesting the change. The authorized contact must identify the replacement asset and reason for substitution. Only then should the TMS update the equipment record, preserve the original values, and release the shipment.

That audit trail is critical. Overwriting the original tractor number destroys evidence of how the exception developed. A proper event history shows who requested the change, who verified it, which source was used, and when the load was released.

Add Telematics Without Treating It as Proof by Itself

Telematics strengthens the identity layer by connecting a declared vehicle to location and movement. A tractor expected in Charlotte should not simultaneously report from Dallas. A trailer that supposedly arrived at the gate should not have remained stationary miles away.

But a GPS point alone is not identity. Devices can be moved, data feeds can lag, and criminals can exploit credentials. Telematics should corroborate plate, VIN, driver, dispatch, and gate observations. Confidence comes from agreement across independent signals.

Teams can also use those signals after departure. Unexpected route deviation, a prolonged stop near pickup, a tractor-trailer separation, or a telematics blackout should create a security exception with a defined response owner. High-value loads may justify tighter geofences and more frequent position checks, while lower-risk freight can follow standard thresholds.

Make Asset Identity Operational

The Carolinas recovery shows that stolen transportation equipment can accumulate at significant scale. It also exposes a weak assumption in many freight processes: once a carrier is approved, any vehicle presented under that carrier's name is accepted as legitimate.

A stronger model carries trust from the carrier master into every shipment event. It verifies the company, person, tractor, trailer, plate, VIN, seal, and telematics signal as connected identities. When one element changes, the load pauses until the new combination is confirmed.

That will not eliminate theft, but it makes impersonation and unauthorized equipment swaps harder to execute—and easier to investigate.
