Air cargo buyers finally have room to negotiate on some lanes. That does not mean they should replace every annual allocation with spot bookings.

The better move is a controlled portfolio: protect the lanes where a missed uplift would damage production or customer service, then expose a defined share of flexible freight to shorter agreements. This lets procurement capture falling rates without discovering during peak season that the cheapest carrier has no space, weak recovery options, or no obligation to prioritize the shipment.

The market supports that measured approach. Supply Chain Dive reports that the global air cargo growth forecast remains 4% for 2026 and that shippers are buying shorter-term capacity as rates soften. Four percent growth is healthy enough to keep pressure on constrained lanes, even when the overall market feels more balanced.

Treat easing rates as a buying window, not a permanent condition​

Air freight pricing can turn quickly because usable capacity is lane-, direction-, and schedule-specific. A broad market decline does not guarantee space from a particular gateway on the departure day that matters.

Recent volatility makes that clear. In June, Supply Chain Dive reported that spot rates had jumped 41% year over year in May before relief was expected from a slack summer and returning Middle East capacity. By September, softer conditions were encouraging short commitments. Meanwhile, FreightWaves reported that renewed Middle East disruption could push 2026 long-term contract rates up 5% to 15%, reversing an earlier forecast for a 5% to 10% decline.

Those shifts are not contradictory. They show why a single sourcing posture is fragile. Buyers need enough market exposure to benefit when capacity loosens and enough protected capacity to operate when a corridor tightens.

Divide freight by the cost of failure​

Start by segmenting shipments before negotiating. The deciding factor should be the business consequence of delay, not simply shipment weight or annual spend.

Protected freight includes plant-critical components, medical or regulated goods, launch inventory, service parts with high downtime costs, and merchandise tied to a fixed event. These moves justify baseline allocation with explicit uplift commitments, escalation contacts, recovery rights, and performance remedies.

Flexible freight includes replenishment with adequate inventory cover, products with multiple routings, and shipments whose delivery windows can absorb a later flight. This is the pool that can move through spot quotes, mini-bids, or agreements lasting one to three months.

Keep the segmentation dynamic. A routine replenishment order can become critical when inventory falls below its buffer, while an urgent order may become flexible after production changes. The shipment record should therefore recalculate priority before tender rather than relying on a permanent product label.

Use a rolling buy rule with five inputs​

A disciplined rolling rule prevents buyers from chasing a low quote without seeing the operational risk behind it. Review each lane weekly using five inputs:

  • Rate spread: Compare the spot or short-term offer with the protected contract rate, including surcharges and pickup costs.
  • Load factor: Track booked-versus-offered capacity by week and direction. Rising utilization is an early warning that today's discount may disappear.
  • Lead time: Measure the days between booking request and required uplift. Shorter lead time reduces the set of realistic alternatives.
  • Service failures: Count rolls, missed connections, offloads, late recoveries, and tender rejectionsβ€”not just final delivery performance.
  • Delay cost: Estimate the financial impact per day, including production downtime, lost margin, premium recovery transport, and customer penalties.

Release freight to the short-term market only when the expected saving exceeds the risk-adjusted delay cost and protected inventory remains above its floor. For example, a 12% spot discount is not attractive when one missed uplift would erase savings from dozens of successful shipments.

Set decision thresholds in advance. If load factor crosses the lane's warning level, lead time shrinks below the recovery window, or two consecutive service failures occur, shift the next tranche back to protected allocation. This makes the process repeatable and auditable.

Preserve rights when shortening commitments​

A short contract should shorten the price commitment, not strip out operating protection. Buyers should retain confirmed allocation by flight or week, a defined booking cutoff, rollover priority, recovery within a stated time, and the right to use another provider when service fails.

Document how peak surcharges, fuel changes, security fees, chargeable weight, and cancellation rules will be calculated. A low base rate with undefined additions is not a reliable saving. Require event updates for acceptance, build-up, departure, connection, arrival, availability, and exception recovery so the team can compare providers on executed performance.

New service formats can expand the option set, but they still require lane qualification. Supply Chain Dive reports that DHL Express's Heavy Weight Express service accepts pieces up to 2,200 pounds. That may create a useful alternative for larger urgent shipments, yet procurement should still compare dimensional rules, schedules, handoffs, claims terms, and recovery capability against general cargo.

Buy in tranches and protect the peak now​

Instead of tendering the full forecast at once, divide volume into tranches. Secure a baseline for critical demand, place a second share under short agreements, and leave a smaller portion open for spot opportunities. The exact mix should vary by lane and season; a constrained Asia-to-North America route should not use the same open-market share as a balanced backhaul.

Reserve peak protection before utilization rises. Specify the weeks covered, minimum and maximum volumes, flight frequencies, allotment release deadlines, and what happens after an offload. Then stress-test the plan against a capacity reduction, a gateway closure, or a two-day connection failure. If the fallback exists only in a spreadsheet and has no commercial commitment, it is not protection.

Easing rates are valuable because they restore choice. The goal is not to predict the lowest week of the market. It is to turn that choice into savings while keeping the shipments that matter most insulated from the next reversal.
