Ocean Rates Fell 6% After an Early Peak: Why Procurement Should Separate Timing From Trend

Ocean freight buyers finally saw a red number in July—but one weekly decline does not make a stable market.
The benchmark Asia–U.S. West Coast spot rate fell 6% to $7,067 per forty-foot equivalent unit (FEU) for the week ending July 17. The Asia–U.S. East Coast rate, meanwhile, held at $9,102 per FEU. Those figures, reported by FreightWaves, suggest that the first stage of an unusually early peak season may be unwinding.
For procurement teams, the important question is not simply whether rates are going down. It is whether the decline reflects a durable change in supply and demand—or a temporary adjustment after importers pulled cargo forward.
A 6% decline must be read in context
The latest move followed an exceptional run-up. Earlier in July, Supply Chain Dive reported that Asia–U.S. West Coast spot rates had climbed 120% since mid-May to $6,200 per FEU. East Coast rates had risen 85% over six weeks to $8,000.
Demand was not following the traditional late-summer and early-autumn peak calendar. Importers accelerated shipments ahead of tariff deadlines, expected bunker adjustment increases, and manufacturer price changes. The four-week rolling average of transpacific containers moving to the U.S. West Coast reached approximately 350,000 TEUs beginning June 29, narrowly exceeding the prior record of 349,000 TEUs.
That sequence matters. When demand is pulled forward, a July decline can mean that urgent orders have already moved—not that the underlying geopolitical, fuel, and network risks have disappeared. Procurement leaders should therefore separate two signals:
- Timing: Frontloaded volumes are easing after a concentrated rush.
- Trend: The structural balance among demand, vessel capacity, congestion, fuel costs, and disruption remains unsettled.
Treating the first signal as proof of the second could lead buyers to release contract coverage too aggressively.
Spot-rate direction is only one part of landed cost
A falling headline index is useful, but it does not describe the complete commercial outcome. At least four additional variables belong in every late-Q3 award decision.
1. Schedule reliability
Extra capacity can reduce rate pressure and improve access to space, but it does not guarantee dependable arrivals. July reports described typhoon-related closures, vessel bunching at Shanghai and Ningbo, multi-day waits at Qingdao, and delays across eastern China, Taiwan, South Korea, and the Philippines. Port omissions can also shift cargo into transshipment networks, adding handling and uncertainty.
A $300 saving per FEU can vanish quickly if a missed connection triggers expedited inland transport, stockouts, or production downtime.
2. Surcharges and fuel exposure
FreightWaves reported that global crude prices had risen 20% after weakening in early July, while bunker prices increased 12%. Carriers may fail to sustain a general rate increase yet still recover higher operating costs through bunker adjustments, peak-season surcharges, or other accessorial charges.
Buyers should compare all-in quotations, not base ocean freight alone. Quote templates should itemize bunker, peak, security, congestion, documentation, and equipment-related charges with clear validity dates.
3. Equipment and allocation
Carriers added ships to West Coast services during the surge, helping explain why West Coast rates softened while East Coast prices remained flat. But vessel capacity is not interchangeable with container availability at a specific origin. Equipment imbalance, blank sailings, and allocation rules can still constrain a shipment even when an index falls.
Procurement teams should track booking acceptance and equipment confirmation by origin, carrier, and service—not merely by trade lane.
4. Inventory timing
The value of flexibility varies by shipment. Stable, forecastable replenishment can support contracted volume commitments. Promotions, seasonal goods, and uncertain tariff classifications may justify shorter commitments or spot exposure. The correct mix depends on the cost of being early, late, or unable to ship.
A contract-versus-spot framework for late Q3
Rather than make one market-wide bet, segment cargo into three purchasing lanes.
Protect critical volume. Use contracts or named-account allocations for production inputs, launch inventory, and high-margin seasonal goods. Evaluate carriers on acceptance, rollover frequency, transit-time variance, and recovery performance. The lowest rate should not outweigh the cost of service failure.
Compete flexible volume. Put replenishment cargo with several weeks of inventory cover into mini-bids or indexed agreements. Short validity periods allow buyers to capture a softer market without exposing all volume to weekly spot volatility. Set ceilings for surcharges and define how indexes reset.
Preserve tactical optionality. Keep a controlled share of noncritical cargo available for the spot market. This creates price discovery and prevents the organization from becoming locked into peak-era terms. However, establish guardrails for approved carriers, routings, free time, and total landed cost.
A practical starting allocation might be 60% protected, 25% flexibly indexed, and 15% tactical spot. That is not a universal formula. Inventory cover, forecast accuracy, product margin, origin concentration, and disruption tolerance should determine the actual split.
Build a decision dashboard, not a rate watchlist
The next procurement advantage will come from joining commercial and operational data. A weekly dashboard should combine:
- Spot and contract rates by lane
- Total surcharges per FEU
- Booking acceptance and rollover rates
- Actual versus promised transit time
- Origin equipment availability
- Port and transshipment exceptions
- Inventory cover and required delivery dates
Trigger rules can then convert market movement into action. For example, reopen a mini-bid only when the spot index falls for two consecutive weeks and booking acceptance remains above target. Shift critical cargo away from a service when transit variance or rollover rates exceed tolerance, even if its quote is cheaper.
The July decline is a negotiating opportunity, not an all-clear signal. Buyers who distinguish the timing of an early peak from the direction of the broader market can secure savings while protecting service.
