Disaster Logistics Gaps Need a Pre-Approved Freight Resource Registry

When a hurricane, wildfire, or flood cuts access to a community, offers of logistics help often arrive quickly. Useful capacity does not. A carrier may volunteer trucks without identifying trailer types or operating territory. A warehouse may offer space without stating whether it has power, labor, dock access, or food-grade credentials. By the time responders verify the details, the need may have moved.
That coordination gap is exactly what the American Logistics Aid Network (ALAN) is examining in its 2026 survey. Modern Materials Handling reported that ALAN is gathering supply-chain input to identify gaps and improve coordination while resources are tight and demand is growing. The practical answer should include a pre-approved freight resource registry: a living inventory of capabilities that responders can activate rather than rediscover during every emergency.
The stakes are substantial. Reuters reported that natural disasters produced $108 billion in global insured losses in 2025. Money alone does not capture the operational pressure: damaged roads, power failures, displaced labor, fuel constraints, and sudden demand for water, food, medical supplies, shelter materials, and temperature-controlled storage all converge at once.
The real shortage is structured, ready-to-use information
Disaster response rarely suffers from a complete absence of goodwill. It suffers from unstructured offers and unclear authority. A spreadsheet row saying “three trucks available” leaves critical questions unanswered: Where are they? Are drivers included? What equipment is attached? Can they enter the affected area? Are insurance and operating credentials current? How long is the offer valid?
The same problem applies to storage and material handling. Ten thousand square feet may be unusable if it lacks dock doors, backup power, pallet positions, forklifts, labor, security, or an intact route from the relief staging area. Cold-storage capacity needs temperature ranges, monitoring capability, generator status, food or pharmaceutical certifications, and procedures for excursions.
Speed depends on resolving these questions before landfall or ignition. Inbound Logistics described how Hurricane Ida made landfall within 24 hours of intensifying, sharply limiting the time available to pre-stage resources. Its disaster-logistics coverage also noted that one relief organization distributed six mobile kitchens across Virginia, California, Oklahoma, Texas, Alabama, and Tennessee to remain close to predictable disaster zones. Preparedness works when capability and location are known in advance.
What an emergency freight registry should contain
A useful registry is more than a vendor directory. It should record deployable resources at the asset or site level and make each entry searchable by geography, capability, restrictions, and readiness.
For carriers, capture operating authority, insurance status, service territory, dispatch contacts, driver availability, power-unit count, trailer type, liftgate or reefer capability, hazmat status, fuel range, and any curfew or access limitations. Include the precise activation process and the party authorized to approve costs.
For warehouses, record the street location and coordinates, usable pallet positions, dock and yard configuration, commodity restrictions, hours, labor availability, security, backup power, fire protection, and current road access. Capacity should be expressed as what can be received now, not total building size.
For equipment, list forklifts, pallet jacks, generators, mobile ramps, cranes, and charging or fueling requirements. Each record needs ownership, present location, transport requirements, rated capacity, operator requirements, and inspection date.
For cold chain, include temperature bands, validated space, monitoring and alarm systems, generator runtime, replenishment plans, certifications, and escalation contacts. “Refrigerated” is too vague when vaccines, medicines, frozen food, and fresh food have different handling tolerances.
Every record should include a primary and backup emergency contact, preferred communication channel, after-hours details, and explicit permission governing who may see and activate the resource.
Pre-approval turns a lead into usable capacity
Registration is only the first gate. Organizations should pre-approve participants through a repeatable qualification process covering credentials, insurance, safety history, equipment condition, sanctions screening where appropriate, site validation, and contractual terms. A master emergency agreement can define rates, cost authorization, liability, documentation, and cancellation rules before normal procurement teams become unavailable.
Resources also need readiness states. A simple model can distinguish registered, verified, available, reserved, activated, and released. Responders then see the difference between a company that once volunteered and an asset confirmed for a specific mission.
Activation should create an operational record containing the incident, requestor, mission, origin, destination, commodity, quantity, required delivery window, assigned resource, approval, contact acknowledgments, and current status. That record becomes the shared reference for emergency managers, nonprofit partners, carriers, warehouses, and donors.

High-priority records should be reconfirmed before predictable hurricane, wildfire, and winter-weather seasons. Automated prompts can ask owners to verify capacity, contacts, credentials, operating areas, and blackout dates. Unconfirmed records should lose their available status rather than remain falsely reassuring.
After every activation or exercise, capture an after-action review: response time, capacity actually supplied, pickup and delivery performance, communication failures, access constraints, documentation problems, and recommended corrections. These fields transform the registry from a static list into institutional memory. They also reveal recurring gaps—such as liftgate shortages, inadequate cold storage, or weak rural coverage—that partners can address before the next event.
Preparedness should be executable
Disaster plans often describe roles and escalation paths but leave physical capacity in email threads and personal contact lists. A pre-approved freight resource registry closes that gap.
