3PL RFPs in Poland and CEE: A Contract Logistics Switching Playbook

Changing a contract logistics provider is not an ordinary price exercise. The shipper is moving inventory, interfaces, operating knowledge, labor routines, and customer promises at the same time. Across Poland and Central and Eastern Europe (CEE), that challenge grows when a network spans different labor markets, currencies, carrier bases, and cross-border flows.
The right objective is therefore not to find the lowest warehouse rate. It is to select the operating model that can survive implementation and deliver the best total cost after go-live. A disciplined RFP makes that judgment visible before a contract is signed.
Decide whether to retender, renegotiate, or retainโ
Start with the problem, not the procurement calendar. A full retender is justified when the network has materially changed, persistent service failures remain unresolved, capacity no longer fits the forecast, technology blocks visibility, or the current commercial model has become structurally uncompetitive.
Renegotiation is usually better when the provider performs well but volumes, service scope, inflation assumptions, or gainshare mechanics have drifted. Retention may be the most economical choice when a move would create more disruption than improvement and the incumbent has a credible continuous-improvement plan.
This distinction matters because outsourcing is now mainstream, not experimental. Logistics Management reports that 94% of domestic Fortune 500 companies use at least one 3PL, while estimated U.S. 3PL revenue reached $424.3 billion in 2025. That scale creates a broad provider market, but it does not make switching risk disappear.
Build a baseline for the last 12 to 18 months before choosing a path: order accuracy, on-time dispatch, dock-to-stock time, inventory adjustments, claims, overtime, temporary labor, transport waiting, peak backlog, systems incidents, and total cost per order or pallet. Without that baseline, bidders can price different interpretations of the operation and still appear comparable.
Give every bidder the same operating truthโ
A credible RFP data pack should allow a provider to design labor, space, equipment, and systems without filling gaps with optimistic assumptions. Include:
- weekly inbound and outbound volumes by unit of measure, channel, country, and customer;
- order-line distributions, SKU velocity, dimensions, weights, handling constraints, and shelf-life rules;
- hourly and daily seasonality, promotion effects, peak multipliers, and forecast accuracy;
- inventory profiles, storage media, cycle-count requirements, shrink history, and quarantine stock;
- facility drawings, dock capacity, equipment ownership, utilities, lease terms, and expansion limits;
- labor by task, shift, skill, contract type, productivity, absenteeism, agency use, and transfer obligations;
- transport lanes, cutoff times, carrier arrival patterns, loading requirements, and accessorial costs; and
- WMS, TMS, ERP, EDI/API messages, master-data ownership, reporting, and cybersecurity requirements.
Publish a questions log to every bidder and issue one controlled data version. Require bidders to identify exclusions, dependencies, productivity curves, and the exact volume bands behind their prices. Inbound Logistics advises using research to create a shortlist of five or fewer candidates and defining performance objectives with all key supply-chain stakeholders before issuing the RFP. That keeps the event competitive without turning evaluation into an unmanageable exercise.
Score execution capability, not just headline priceโ
Use a weighted scorecard before commercial bids are opened. A practical allocation could assign 25% to operational design and capacity, 20% to implementation, 15% to systems integration and data, 15% to resilience, 15% to open-book economics, and 10% to governance and cultural fit.
Price should be modeled as a range, not one annual total. Test the bidder's cost under base, downside, peak, and rapid-growth scenarios. Separate fixed facility and management costs from variable labor, storage, activity, transport, and pass-through expenses. Require indexation formulas, productivity commitments, change-control rules, exit charges, and treatment of stranded labor or equipment.
Technology deserves evidence. Ask bidders to demonstrate an actual transaction path from order receipt to inventory allocation, pick, dispatch, carrier milestone, and invoiceโnot a slide deck. Supply Chain Brain's guidance on successful 3PL technology integration says integration must be addressed during the RFP and requires detailed mapping between the two companies. The proposal should consequently include interfaces, field ownership, error queues, reconciliation reports, testing resources, and recovery procedures.
Resilience also needs named alternatives. Which neighboring site can accept overflow? How quickly can trained labor be added? What happens if a border crossing, carrier pool, power supply, or critical interface fails? Ask for a tabletop exercise using one realistic CEE disruption and score the response against recovery-time and service objectives.
Make implementation a contractual deliverableโ
The preferred bidder should submit a resource-loaded transition plan before final award. It must name the implementation leader, workstream owners, critical path, dependencies, decision deadlines, and required shipper resources. Tie contract milestones or fee releases to accepted deliverables rather than elapsed dates.
Avoid a single โbig bangโ wherever the network permits. Move by customer, product family, country, or channel, with a controlled period of dual running. During that window, reconcile inventory at item, lot, serial, status, and location level. Compare orders and shipment confirmations across the old and new environments, and prevent master-data changes from entering one system without the other.
Define go-live gates in advance:
- interfaces pass volume, exception, and recovery testing;
- opening inventory matches the agreed tolerance;
- labor is recruited, trained, and certified by process;
- carriers complete booking and dock trials;
- contingency capacity is operational; and
- service acceptance is achieved for a fixed number of shifts or days.
If a gate fails, the plan needs a stop rule and an accountable decision owner. โProceed and stabilize laterโ is not a mitigation strategy.
Govern the first 90 days like a transformationโ
Run a daily control tower during cutover, then step down to weekly governance only after service is stable. Track inventory variance, backlog age, order accuracy, on-time dispatch, interface failures, labor productivity, premium freight, and customer complaints. Maintain one action log with owners and deadlines, plus an agreed method for separating provider failures from bad forecasts or incomplete shipper data.
The best Poland and CEE 3PL RFP does more than award a contract. It creates a shared operating specification, exposes assumptions, and makes the transition measurable. When bidders compete on implementation capacity, integration quality, resilience, and transparent economics, the shipper can switch providers without gambling the customer promise.
