North American import demand is no longer moving as one market. Cargo flows can weaken nationally while individual gateways gain volume, and that divergence matters more than any single headline about total imports. Houston and several East Coast ports are attracting cargo that once defaulted to the West Coast, but the right response is not to chase whichever port posted the strongest month. Importers need a dashboard that separates durable network change from short-lived disruption.

The stakes are substantial. Reuters reported that U.S. container imports declined 6.8% in January 2026 after 2025 volumes were essentially flat with 2024. Yet softer national demand does not mean stable gateway shares. A May 2026 FreightWaves report described Houston and East Coast gateways gaining share as West Coast volumes softened.

That is the signal a port share-shift dashboard should capture: not merely whether volume rose or fell, but where it moved, why it moved, and whether the economics justify following it.

Start with share, not raw container counts​

A port can lose containers and still gain market share if the wider market contracts faster. Conversely, record throughput can conceal share erosion during a national import surge. The dashboard should therefore show each gateway's loaded-import TEUs as a percentage of the relevant North American total, alongside absolute volume and year-over-year change.

Use rolling three-, six-, and 12-month views. The three-month view detects a turn; the 12-month view filters out vessel bunching, weather closures, tariff pull-forwards, and holiday timing. Include origin region and commodity because a shift in Asian furniture imports says little about European industrial parts. Segmenting by destination region is equally important: Houston may be attractive for Texas consumption but expensive for freight ultimately bound for Southern California.

Historical context keeps the signal honest. Supply Chain Dive found that New York-New Jersey added roughly 2 million TEUs between 2019 and 2022, while Houston and South Carolina also rose in importance. That was not a one-month anomaly; it reflected a broader rebalancing of distribution networks and risk.

Measure the entire landed journey​

Ocean freight is only the first cost column. For every candidate gateway, track:

  • Contract and spot ocean rates by origin-port pair, including surcharges.
  • Schedule reliability, blank sailings, and actual transit-time variability.
  • Terminal dwell for imports and rail-bound containers.
  • Rail availability, departure frequency, and ramp dwell at destination.
  • Drayage capacity, turn time, chassis availability, and accessorial charges.
  • Customs examination rates and average release time by commodity.
  • Final-mile miles, truckload cost, and delivery-time performance.

Convert these measures into cost per delivered unit and expected days from origin cutoff to customer-ready inventory. A gateway with a $300 lower ocean rate can be the expensive choice if it adds two uncertain days, a rail transfer, and detention exposure. Likewise, a longer all-water service to the East Coast may reduce total handling and inland miles for cargo consumed east of the Mississippi.

Risk should be priced, not displayed as a decorative red-yellow-green icon. Multiply the probability of a disruption by its estimated financial impact: lost sales, plant downtime, premium transportation, storage, and penalties. This creates a risk-adjusted landed-cost measure that procurement, logistics, and finance can debate using the same unit.

Separate temporary diversion from structural change​

Temporary share shifts usually correlate with a specific shock: labor uncertainty, canal restrictions, storms, congestion, or a short-term rate gap. Their signature is fast movement followed by reversion when the trigger clears. Reuters noted that U.S. imports jumped 12.9% year over year in August 2024 amid both peak-season pressure and concern about a possible East Coast port strikeβ€”exactly the kind of context that raw port volumes can miss.

Structural shifts look different. They persist across contract cycles and are supported by changes in sourcing, population, distribution-center locations, or carrier services. A new Gulf Coast distribution center, recurring Asia service, and growing Texas customer base reinforce one another. Together they provide better evidence than a few months of favorable spot rates.

The dashboard should attach a cause code to every meaningful share movement and track how long that cause remains active. Useful categories include demand geography, sourcing change, carrier network, infrastructure, labor, congestion, regulatory change, and rate arbitrage. Require an owner to document the evidence rather than letting the label become guesswork.

Set thresholds before reallocating freight​

Gateway decisions become unstable when teams react to every weekly fluctuation. Establish thresholds in advance. A practical policy might trigger a review when a gateway gains at least one percentage point of relevant import share for three consecutive months, while its risk-adjusted landed cost beats the incumbent by 5% or more.

Then reallocate in stages. Move 10% to 15% of eligible volume first, protect minimum quantity commitments, and confirm inland capacity before expanding. The pilot should span enough sailings to expose variability, not just average performance. Define stop conditions too: excessive dwell, missed delivery targets, customs delays, or accessorial costs above the business case.

Capacity checks must reach beyond the marine terminal. Confirm drayage appointments, chassis, warehouse receiving slots, rail allocations, and final-mile carrier coverage. Moving ocean volume without reserving the inland path simply relocates congestion.

Turn port strategy into a repeatable control process​

A useful share-shift dashboard is not a port ranking. It is a decision system connecting market share, service reliability, total cost, risk, and contractual constraints. Review it monthly, run scenarios before the annual bid, and preserve the assumptions behind every allocation decision. Over time, the organization builds its own evidence about which gateways perform for specific origins, commodities, and customer regions.
