The US–Mexico truck market has a capacity problem that cannot be solved by counting tractors alone.

FreightWaves reports that tougher enforcement involving B-1 visa drivers has reduced the pool of drivers available to move northbound freight from Mexico into the United States. At the same time, cross-border demand continues to grow and freight is backing up in Nuevo Laredo. That combination matters: demand has not disappeared, but a critical operating resource has.

For shippers, the practical response is not a network-wide panic buy. It is to identify exactly which leg is short of capacity, tender earlier where evidence supports it, diversify qualified carriers, and build escalation triggers from TMS data.

Treat the driver constraint as a directional problem

Cross-border capacity is not one interchangeable pool. A shipment moving from a Mexican plant to a US consignee may require Mexican linehaul, a border transfer or through-driver move, customs processing, yard handling, and US domestic linehaul. A B-1 driver constraint can impair one link while trucks and drivers remain available elsewhere.

The imbalance is also directional. In an earlier market assessment, FreightWaves reported that northbound demand was two to three times southbound demand. A carrier that can easily accept a southbound load may still lack the compliant driver, equipment cycle, or US continuation capacity needed for the return trip.

Procurement teams should therefore segment capacity into at least three operating buckets:

  • Mexican linehaul from the origin to the border region
  • Transfer and dray capacity needed to cross or reposition the trailer
  • US linehaul capacity from the border gateway to final destination

Measure acceptance, dwell, and cost for each bucket. A single door-to-door acceptance rate can hide the fact that origin pickup is healthy while loaded trailers accumulate near the border.

Understand the scale without overgeneralizing

The enforcement effect is material. FreightWaves cited a Nuevo Laredo carrier association estimate that approximately 3,200 drivers across the border region had lost visas. The same publication reports that the Laredo–Colombia Solidarity International Bridge handles around 3,500 freight truck crossings per day.

Those figures should not be converted into a simplistic one-for-one capacity forecast. A visa cancellation does not prove that a driver served the same lane every day, and daily bridge crossings include different carriers, commodities, and operating models. The numbers do show why a seemingly narrow compliance change can create a visible queue in a high-volume gateway.

External shocks can amplify that vulnerability. Reuters reported that loads moved through DAT's carrier network in Laredo increased 12% during the week before a 2025 tariff deadline. A policy deadline, seasonal peak, or production surge layered onto a smaller driver pool can turn tightness into a backlog quickly.

Set tender lead times by lane evidence

Blanket lead-time increases create noise and may cause carriers to accept freight they cannot ultimately cover. Instead, calculate the time from initial tender to confirmed compliant capacity for each origin, gateway, destination, equipment type, and day of week.

Start with a rolling four-week baseline, then establish three operating bands:

Normal: Acceptance and crossing dwell remain within the lane's historical range. Keep the standard tender schedule and routing guide.

Tight: First-tender acceptance falls or confirmation time rises beyond an agreed threshold. Tender earlier, expose the load to qualified backup carriers, and confirm the planned crossing method before pickup.

Critical: Rejections, border dwell, or spot premiums exceed the lane's escalation threshold for multiple consecutive days. Reserve committed capacity, prioritize production-critical freight, and approve alternate gateways or transfer models.

The consecutive-day rule is important. One rejected tender may be a carrier-specific issue; a sustained pattern is a market signal. Configure thresholds by lane rather than imposing the same number on Monterrey–Dallas and central Mexico–Chicago.

Build a carrier mix around operating capability

Adding carrier names is not the same as adding usable capacity. Carrier qualification should record how each provider executes the border leg: through service, trailer interchange, transfer carrier, or cross-dock. It should also capture driver-document controls, brokerage coordination, equipment ownership, security procedures, and gateway coverage.

Allocate a defined share of volume to backup carriers before a crisis so their processes are tested. A carrier that has never received the shipper's documentation, visited the origin, or completed a crossing is not immediately deployable capacity.

Shippers should also examine the round trip. The two-to-three-times northbound demand imbalance makes southbound freight strategically useful. Procurement can improve carrier economics by pairing exports, repositioning moves, or supplier pickups with northbound commitments. The goal is not merely a cheaper southbound rate; it is a repeatable equipment and driver cycle.

Make the TMS the evidence layer

A TMS should turn the capacity crunch into measurable exceptions. At minimum, track first-tender acceptance, number of tender attempts, time to confirmation, scheduled and actual pickup, arrival at the border, customs release, crossing completion, delivery, premium spend, and the reason for every rejection.

Tag each shipment with direction, gateway, crossing method, carrier, equipment, and visa-dependent operating model where known. This lets teams separate driver scarcity from customs holds, missing documents, facility congestion, or US domestic capacity problems.

Create a daily northbound dashboard with four core measures:

  • Rejected-tender rate by lane and carrier
  • Median and 90th-percentile crossing dwell by gateway
  • Spot or premium spend above the contracted baseline
  • Loads awaiting confirmed border-crossing capacity

Alerts should lead to predefined actions. If rejection rates rise, activate the next routing-guide tier. If crossing dwell breaches its threshold, stop releasing nonpriority loads into the congested yard. If premium spend rises without worse service metrics, require procurement review before accepting more spot quotes.

The B-1 visa constraint is a compliance-driven capacity change, not proof that every US–Mexico lane is failing. Shippers that distinguish the constrained leg, tender from evidence, and preserve multiple tested operating models can protect northbound flow without overpaying across the entire network.
