The slowest freight Monday of 2026 should get a transportation team’s attention. It should not trigger an immediate capacity reset.
One soft day can reflect a holiday calendar, early ordering, inventory timing, or freight moving to another mode. But when the weakness appears alongside longer tender lead times and strong rail activity, it becomes a forecast-reconciliation problem. Shippers need to determine whether expected truckload demand disappeared, moved earlier, shifted modes, or simply has not entered the tender queue yet.
FreightWaves reported an estimate from Eaze Logistics CSO Ken Adamo that the apparent volume gap was roughly 70% excess capacity and 30% weak demand. The same report said tender lead times had increased from a historical average of 3.25 days to 3.75 days. That half-day increase matters: freight may be getting planned earlier and moving more systematically, making a single day’s tender volume less representative of underlying consumption.
The useful response is not “the market is down.” It is “which forecast assumptions failed, on which lanes, and for what reason?”
Separate demand erosion from timing noise
Start by comparing Monday’s accepted and rejected tenders with the same weekday in several reference periods: the previous four weeks, the comparable seasonal week last year, and the current operating forecast. Avoid comparing Monday with a weekly average because shipment release patterns naturally vary by day.
Then split the variance into operational explanations:
- True demand erosion: customer orders, production, or replenishment declined and fewer shipments were required.
- Early ordering: freight was released before the expected day because teams anticipated a disruption, promotion, or cutoff.
- Inventory timing: receipts or production schedules delayed replenishment without eliminating it.
- Mode shift: freight moved by rail, intermodal, parcel, or private fleet rather than contracted truckload.
- Execution leakage: planned loads existed but were consolidated, canceled, or never converted into tenders.
This classification prevents two expensive mistakes. A shipper that treats timing noise as permanent weakness may surrender dependable capacity just before volume returns. A shipper that dismisses sustained demand erosion as seasonality may continue paying for commitments it no longer needs.
Reconcile truck signals with other modes
Weak truckload tenders do not automatically mean weak goods movement. FreightWaves’ rail analysis described its Freight Rail Index as reaching its second-highest level in nearly a decade. That creates an important diagnostic question: is freight missing, or is it moving differently?
The answer will vary by commodity and corridor. Industrial materials, automotive freight, agricultural products, and long-haul consumer goods may produce strong rail activity without lifting every truck market. Intermodal conversion can also reduce highway tenders on selected lanes while overall shipment demand remains intact.
For every under-forecast truck lane, check rail and intermodal bookings, private-fleet utilization, parcel or LTL conversions, and consolidation activity. Also compare origin orders and destination receipts. If orders and receipts remain stable while truckload tenders fall, a timing or mode explanation is more credible than demand destruction.

Build a lane-level warning panel
Averages hide the lanes that require action. Create a daily exception panel at origin-destination and equipment-type level with:
- forecast loads versus loads created;
- tenders sent, accepted, rejected, and canceled;
- average tender lead time;
- primary-carrier acceptance and backup-carrier usage;
- spot exposure and rate premium;
- orders awaiting shipment and inventory days on hand;
- volume moved through alternate modes.
Use both an absolute threshold and a persistence rule. For example, flag a lane when created loads miss forecast by more than 15%, but require three comparable operating days before changing a recurring capacity commitment. A one-day exception opens an investigation; repeated exceptions justify commercial action.
Lead time needs special treatment. The reported increase from 3.25 to 3.75 days is approximately 15%. If a shipper’s lead time is also rising, Monday’s low tender count may partly reflect shipments having been offered earlier. Compare tenders by requested pickup date as well as tender-created date. Otherwise, process improvement can look like demand loss.
Reset capacity with a controlled exception workflow
When a lane breaches its threshold, route the exception through a short, documented workflow.
First, the transportation analyst validates that the data is complete and correctly aligned to pickup dates. Second, planning or customer operations identifies order, production, promotion, or inventory changes. Third, procurement checks mode shifts, acceptance behavior, and spot-market conditions. Finally, an accountable owner selects one of four responses: hold commitments, temporarily reduce them, reallocate capacity to another lane, or permanently reforecast.
Attach an expiration date to every temporary decision. If a carrier allocation is reduced for two weeks, schedule the review before the original capacity disappears elsewhere. Record the forecast version, affected lanes, evidence, decision owner, and expected savings or service impact. This turns a market observation into an auditable operating decision.
Most importantly, do not renegotiate an entire routing guide from one national headline. Capacity is bought lane by lane, and the evidence should be evaluated at the same level. A quiet Monday is a warning to test assumptions—not permission to overreact.
