July Cass Freight Index Divergence: What Lower Shipments and Sticky Spend Mean for 2027 Bids

July's freight data delivered a warning for transportation buyers preparing 2027 bids: weaker shipment volume does not automatically produce lower freight costs.
The Cass Freight Index showed shipments continuing to contract while expenditures remained sharply above the prior year. That divergence can emerge from higher rates, fuel, accessorials, mode mix, shipment characteristics, or some combination of them. It can also disappear quickly if capacity exits the market.
Procurement teams should resist turning one national index into a blanket rate assumption. The better response is to use the index as a trigger for lane-level analysis, then assign each lane to the contract structure that matches its demand and capacity risk.
Read shipments and expenditures togetherโ
Logistics Management reported that the July Cass shipments reading was 0.983, down 4.8% year over year. That decline was steeper than June's 4.1% annual drop. At the same time, the expenditures index reached 3.518, up 9.1% year over year after an 11.2% increase in June.
Those series measure different things. The shipments index tracks shipment activity, while expenditures reflect the aggregate amount spent on freight. Neither one alone tells a shipper what its 2027 contract rates should be.
Taken together, however, the figures show that spend is not falling in step with shipment count. A simple approximation illustrates the pressure: dividing the 1.091 annual expenditure factor by the 0.952 shipment factor implies roughly 14.6% more expenditure per shipment than a year earlier. That is not a market rate index, and it should not be presented as one. It is a directional signal that the average shipment represented in the data became more expensive.
The distinction matters in negotiations. A carrier may point to higher operating costs and tighter availability in selected equipment types, while a shipper may point to contracting demand. Both can be right. The commercial question is which explanation fits a specific lane.
Test the cost-per-shipment hypothesesโ
Before changing a bid target, transportation teams should reconcile four variables in their own data.
Rate and fuel. Separate linehaul, fuel surcharge, and accessorial spending. A higher invoice total caused by fuel or detention requires a different action than a higher base rate. Normalize fuel with the same benchmark and schedule across comparison periods.
Mode mix. A smaller number of shipments may still cost more if freight shifted from consolidated LTL or intermodal into truckload, expedited, or air. Compare spend and volume within each mode rather than across a blended network total.
Shipment profile. Examine weight, distance, pallet count, equipment, stop count, and service level. Consolidation can lower shipment count while increasing cost per shipment even when cost per unit or cost per hundredweight improves.
Accessorial leakage. Detention, redelivery, storage, layover, and reclassification can keep expenditures elevated without appearing in the contracted linehaul rate. Identify both the charge and its operational cause before treating it as a sourcing problem.
The industry backdrop also argues against assuming that today's weak volume will guarantee abundant capacity. FreightWaves reported that August 2026 layoffs and closures affected more than 7,000 workers across freight, logistics, manufacturing, and distribution networks. Capacity can shrink during a soft market, leaving fewer providers available when demand recovers.
Put lanes into three bid strategiesโ
A network-wide annual bid is easy to administer, but the Cass divergence supports a more selective structure.
Annual bids fit stable, repeatable lanes with dependable forecasts, sufficient carrier competition, and limited exposure to sudden capacity shocks. Award meaningful volume to carriers that can demonstrate service performance, and include clear fuel and accessorial rules. Stability has value for both sides.
Mini-bids fit lanes with uncertain demand, volatile origin or destination conditions, frequent service failures, or a changing mode mix. Revisit them on a defined quarterly or event-driven schedule. Mini-bids should solve a documented market change, not become constant auctions that discourage carrier commitment.
Index-linked agreements fit lanes where both parties need protection from material market movement. Define the index, baseline, adjustment frequency, collar, lag, and reopening threshold in the contract. A national benchmark should inform an adjustment, but lane history and service requirements must still anchor the initial rate.
This segmentation also creates a practical negotiation posture. Buyers can seek durable pricing on predictable freight while preserving flexibility where their own forecasts remain weak. Carriers gain clearer volume commitments instead of being asked to price every lane as though all uncertainty were equal.
Build a monthly evidence packโ
The annual bid should be the outcome of continuous measurement, not a once-a-year spreadsheet scramble. A monthly evidence pack can connect market signals to actual execution data.
Start with the Cass shipment and expenditure trends, but place them beside tender acceptance, primary-carrier acceptance, spot usage, invoice cost, fuel, accessorials, on-time pickup and delivery, and volume by lane. Track cost per shipment as well as cost per mile, unit, pound, pallet, and order where appropriate.
Then flag exceptions. If the national expenditures index rises but a lane's linehaul cost and rejection rate remain stable, the current contract may still be working. If shipments fall while a lane experiences more tender rejections and spot premiums, local capacity conditions deserve more weight than the headline index.
Keep the evidence pack reproducible. Use consistent lane definitions, comparable time periods, documented exclusions, and a clear owner for data quality. Procurement, operations, and finance should be able to trace a claimed rate change back to tenders and invoices rather than debate competing extracts.
Turn divergence into negotiating clarityโ
July's Cass data does not say that every shipper should raise its 2027 budget or demand a broad rate cut. It says that shipment demand and freight spending are moving differently, which makes averages less useful and segmentation more important.
