Flatbed Strength Is Splitting the Truck Market: Build Capacity Plans by Equipment Type

The truckload market is not moving as one market. Flatbed capacity is tightening around industrial freight while dry van and refrigerated networks respond to different demand, seasonality, and operating constraints. Shippers that apply one national capacity assumption to all three equipment types risk discovering the split only after a tender fails.
Second-quarter evidence makes the problem visible. Qualified capacity became harder to secure and spot prices rose across major equipment categories, but the degree and cause of pressure varied. The practical response is not simply to raise every transportation budget. It is to plan tenders, lead times, and routing guides by trailer type.
Flatbed is sending the strongest signalβ
FreightWaves reported in June that flatbed spot rates had reached $4.32 per mile and flatbed tender rejections remained above 38%βmore than twice the all-in market rate. Those are not subtle indicators. They show carriers gaining meaningful choice over which loads to accept.
The demand behind those numbers is unusually equipment-specific. Flatbeds carry steel, lumber, machinery, fabricated components, pipe, utility equipment, and construction materials. Many shipments require tarping, chains, straps, permits, escorts, or drivers experienced with securement. A dry van sitting nearby does not substitute for that combination of trailer, driver qualification, and cargo-handling capability.
Industrial geography compounds the constraint. Data centers, grid projects, energy development, manufacturing investment, and infrastructure work concentrate freight on particular corridors. A broad national balance can therefore coexist with acute shortages around steel mills, fabrication plants, Gulf Coast energy markets, and fast-growing construction regions.
Logistics Management's 2026 truckload roundtable similarly identified flatbed as a sector supported by both tight capacity and strong demand, particularly from data center construction and the early industrial recovery. That combination is structurally different from a brief produce surge or a retail promotion.
Van, reefer, and flatbed do not share a cycleβ
Recent volume data illustrates why an average truckload forecast is a poor operating input. Food Logistics reported that May DAT Truckload Volume Index readings fell 9% from April for van, 10% for refrigerated, and 14% for flatbed, to indexes of 233, 172, and 267 respectively. Spot rates nevertheless increased across all three types.
That apparent contradiction is useful. Capacity and price reflect more than aggregate shipment count. The location of tractors, carrier exits, seasonal repositioning, fuel costs, driver qualifications, and the attractiveness of individual loads can tighten a lane even when an equipment category's national volume index declines.
Reefer networks face food-season calendars, temperature-control requirements, washouts, and limited opportunities to reload with compatible freight. Van demand is more exposed to retail replenishment and consumer goods. Flatbed demand follows industrial production and project schedules, with longer loading times and more specialized accessorials. Each market needs its own baseline.
Replace one routing guide with equipment-specific triggersβ
A capacity plan should first segment lanes by required equipment, commodity, origin market, destination market, and service constraints. Then set tender rules appropriate to each segment.
For flatbed freight, trigger earlier tendering when rejection rates rise, when a project lane exceeds normal weekly volume, or when the shipment needs tarping, oversized permits, team service, or specialized securement. A five- to seven-day lead time may be appropriate for difficult project freight even when standard van loads are tendered two days ahead.
For reefer, triggers should incorporate produce seasons, temperature range, wash requirements, and appointment rigidity. For van, watch retail peaks, import surges, and the depth of backup carriers on the lane. The objective is not one universal lead-time target; it is enough notice for the actual equipment market.
Routing-guide depth should vary too. A stable van lane may perform well with a primary and two backups. A flatbed lane tied to a construction project may need prequalified regional carriers, a broker option, and an approved premium threshold before the first load is released. Procurement should negotiate those alternatives while capacity is available, not after a rejection cascade.
Make accessorial exposure part of the forecastβ
Linehaul rates alone understate the cost of specialized freight. Flatbed shipments can accumulate tarping, detention, truck-ordered-not-used, permits, escorts, jobsite delay, and layover charges. Reefer freight adds fuel, washout, and temperature-monitoring exposure. Van freight may face driver-assist or floor-loaded detention.
A useful capacity view therefore combines trailer type, lane, commodity, planned volume, tender lead time, acceptance performance, and accessorial history. Planners should be able to see whether a lane is expensive because market capacity tightened or because operational friction repeatedly consumes the carrier's day.
That distinction changes the remedy. If flatbed rejections are market-driven, buy earlier or expand the carrier pool. If jobsite delays are the cause, improve appointment readiness and unloading coordination. Paying a higher rate without fixing chronic dwell merely locks inefficiency into the next bid.
Build a control tower around exceptionsβ
Equipment-specific planning works best when a transportation management system converts market signals into actions. Dashboards should compare tender acceptance, spot premiums, dwell, and accessorials by equipment and laneβnot bury them in a blended truckload average.
Alerts can flag a flatbed load that has not been accepted within a defined window, a reefer shipment entering a seasonal risk market, or a lane whose spot premium exceeds the approved threshold. Teams then intervene before pickup risk becomes an expediting problem.
The market split is a warning against false simplicity. Flatbed strength does not mean every truckload lane is equally tight, and softer volume does not guarantee easy coverage. The winning plan is granular: match each commodity to the equipment, capacity pool, lead time, and exception rules it actually requires.
