$5.652 Diesel Changes the Bid: A Fuel-Surcharge Reset for Shippers

Diesel at $5.652 per gallon does more than increase a carrier's operating expense. It changes the economics of every transportation bid built on an older fuel baseline, especially when the surcharge table, index date, and invoice logic do not move together.
The latest change was sharp. Logistics Management reported that the U.S. national average rose 19.8 cents to $5.652 for the week of August 24. That followed a 19.7-cent increase to $5.454 the previous week. In two readings, the benchmark gained 39.5 cents, or about 7.5% from the implied $5.257 level before those increases.
That pace exposes weak fuel controls quickly. A shipper may award a competitively priced linehaul rate, then discover that the surcharge schedule uses a low base price, updates with a lag, or applies a different mileage convention than the bid model. The invoice can be contractually correct and still exceed the procurement team's forecast.
Separate Linehaul From Fuel
Fuel should be treated as a transparent variable rather than hidden inside linehaul. FreightWaves explains that most truckload moves operate under longer-term pricing agreements and that fuel is commonly separated into a surcharge tied to the weekly Department of Energy diesel figure. This structure protects carriers from short-term fuel swings without forcing the parties to reopen the underlying transportation rate every week.
It only works when both sides agree on the mechanics. Every bid should identify:
- the exact national or regional diesel index;
- the base diesel price embedded in linehaul;
- the increment size, such as each $0.05 change;
- the surcharge amount or percentage for each increment;
- the publication date and effective date;
- the mileage source and whether practical or dispatched miles apply; and
- rounding rules, minimums, caps, and any mode-specific exceptions.
A schedule labeled merely "DOE fuel" is incomplete. DOE publishes multiple regional values, and choosing a regional rather than national index can materially change a lane's surcharge. Procurement needs the series name and effective-date rule in the rate record, not buried in an email attachment.
Quantify the Bid Exposure
Consider a simplified truckload agreement with a $1.50-per-gallon base and a fuel formula that assumes six miles per gallon. At $5.652, the difference above base is $4.152. Dividing that difference by six produces a surcharge of about $0.692 per mile.
On a 1,000-mile load, that is roughly $692 in fuel surcharge. If the same bid was modeled at the August 10 implied benchmark of $5.257, the surcharge would have been about $626. The two-week market move therefore adds approximately $66 per 1,000-mile shipment. Across 500 comparable loads, the unplanned exposure reaches about $32,900.
This example is intentionally simple; actual contracts may use step tables, different fuel economy factors, regional indexes, or percentage-based formulas. The operational lesson is the same: procurement should test bids at the current index and at plausible higher and lower scenarios. Comparing linehaul rates alone rewards the wrong offer when fuel tables differ.
Reset Tables by Service Type
One universal surcharge schedule rarely represents a mixed freight network well. Build separate rules for full truckload, less-than-truckload, intermodal, expedited, refrigerated, drayage, and parcel services. Equipment and duty cycle matter: a temperature-controlled trailer, urban delivery route, or high-idle drayage move does not consume fuel like a long-haul dry van.
For each service, calculate a landed transportation cost:
Expected cost = linehaul + current fuel surcharge + accessorial allowance
Then stress-test it. A useful bid workbook or TMS scenario should show cost at the current $5.652 benchmark, another $0.25 higher, and another $0.25 lower. At six miles per gallon, a $0.25 movement changes the modeled fuel cost by about 4.17 cents per mile, or nearly $42 on a 1,000-mile trip. That sensitivity lets finance establish a fuel reserve and lets procurement see which carrier offer remains competitive under volatility.
Effective dates require equal attention. If the index is published Monday but a contract applies it the following Monday, the shipper has a one-week lag. Record the shipment event that determines the applicable rate—tender, pickup, or delivery—and apply it consistently. Otherwise, a load crossing the effective-date boundary can generate avoidable disputes.
Reconcile the Invoice to the Contract
Invoice audit should recompute the surcharge rather than accept the carrier's fuel line as submitted. For every billed load, the system needs to retrieve the contracted index value, select the correct effective date, calculate the table step, apply the agreed mileage, and compare the result with the invoice.
Useful alerts include:
- an index value that does not match the contract's source and week;
- a surcharge step outside the agreed table;
- mileage that exceeds the shipment's contracted distance;
- a regional index applied to a national-index agreement;
- fuel charged on an accessorial that should be excluded; and
- duplicate fuel lines from a rebill or corrected invoice.
Set tolerances carefully. A one-cent rounding difference should not require the same workflow as a $200 mismatch. Route small variances to automated approval, material exceptions to audit, and repeated discrepancies to carrier-performance review.
