AI Identity Fraud Is Forcing Freight Brokers to Redesign Carrier Verification

Carrier verification used to be treated as an onboarding task: confirm operating authority, check insurance, collect a W-9 and approve the carrier. That model no longer matches the threat.
Generative AI can produce polished documents, convincing profile images, natural-sounding messages and manipulated audio or video at low cost. A fraudster does not need every detail to be perfect. They need enough consistent-looking evidence to get through a rushed brokerage workflow, obtain a rate confirmation and redirect a valuable load.
The operational answer is not one more document in the packet. Freight brokers need a layered identity system that evaluates the carrier, the people acting for it, the devices they use and the context of every material change.
Document checks are now the starting line
The broader fraud environment shows why visual inspection is insufficient. Reuters reported that the International Telecommunication Union urged stronger standards and digital verification tools to authenticate images, video and audio as AI-generated impersonation risks grow. In freight, the same capabilities can make a fabricated dispatcher, owner or driver appear credible.
Industry reporting points to the scale of the exposure. Supply Chain Dive cited congressional testimony that cargo theft reached historic highs in 2024, rising 27% year over year with estimated losses above $1 billion, and was on pace to rise another 22% in 2025. Not every theft depends on identity fraud, but stolen or impersonated carrier identities are a potent route into the shipment lifecycle.
Meanwhile, FreightWaves has reported growing industry concern that generative AI is expanding avenues for freight fraud. The practical lesson is clear: a document can support a decision, but it cannot establish identity by itself.
Build one risk picture from several signals
A stronger carrier verification workflow combines independent evidence. Each signal can be legitimate on its own; the value comes from identifying contradictions across them.
Authority and business identity. Confirm that the legal name, address, operating authority and tax information align. Review authority age, recent changes and contact details against authoritative records rather than relying on links or screenshots supplied by the applicant.
Insurance. Obtain confirmation through a known, independently sourced insurance contact. Check dates, equipment and coverage against the planned movement. A professional-looking certificate delivered by email is not independent proof.
Bank and payment data. Match the beneficiary to the contracted carrier and place new accounts, last-minute changes or unrelated payees into review. Payment details should not be changed solely through the same email thread that requested the change.
Device and contact behavior. Track whether logins, telephone numbers, email domains and device patterns are consistent with prior interactions. A newly created domain, unusual geography or rapid switching among identities should raise the verification level rather than trigger automatic rejection.
Driver, tractor and pickup context. Connect the named driver, phone number, equipment identifiers and pickup location to the tender. At pickup, compare the arriving party with the verified assignment and require escalation when the driver or tractor changes without a documented reason.
These checks should feed a risk score or structured decision, not live in separate inboxes. A broker needs to see both the carrier's baseline and the exceptions affecting the current load.
Treat live video as a signal, not proof
Some brokers use live video calls or conversational challenges when an application looks suspicious. That can help, especially when the reviewer asks questions grounded in independently verified business information. It is not a silver bullet. Deepfake quality is improving, and a genuine person on camera may still be acting for a fraudulent operation.
Use a live challenge as one component in a documented escalation path. Define when it is required, what the reviewer may ask and what happens when the response conflicts with other evidence. Keep privacy controls proportional: collect only what is necessary, restrict access, set retention periods and record the decision without retaining excessive biometric material.
Consistency matters more than intuition. “The caller seemed legitimate” is not an auditable control. “The caller answered a challenge sent through an independently verified number, and the response aligned with authority, insurance and payment records” is.
Re-verify at the moments criminals exploit
Identity assurance decays when shipment details change. A carrier that passed onboarding six months ago may have a compromised email account today. Brokers should therefore re-verify at high-risk events:
- A different dispatcher, driver, tractor or pickup number appears after tender acceptance.
- Contact details or banking instructions change close to pickup or payment.
- The pickup location, appointment or commodity changes unexpectedly.
- A user signs in from a new device or implausible location before accessing load details.
- The carrier requests unusual communication channels or presses staff to bypass standard controls.
The response should be graduated. Low-risk changes may require a second factor through a known channel. Higher-risk conflicts can trigger an outbound call to a previously verified number, insurance reconfirmation, payment hold or manual compliance review. A severe mismatch should stop release of sensitive shipment information until resolved.
Make verification operational, not ceremonial
The best policy fails if it cannot survive a busy afternoon. Brokers need clear ownership, fast escalation and a record of why a carrier was approved. Measure override frequency, change-triggered reviews, false positives, time to resolution and fraud incidents that passed existing controls. Those metrics reveal whether the process reduces risk or simply creates paperwork.
