Cargo Theft Risk Rises When Terminals Slow: Create a Dwell-Time Security Trigger

A terminal slowdown is not only a service problem. It can turn a controlled handoff into an extended, predictable period when a loaded trailer or container is stationary, custody is unclear, and the next pickup time is uncertain. That combination creates a theft window.
The financial exposure is moving in the wrong direction. FreightWaves reported that 3,594 supply chain crime events were recorded in the United States and Canada in 2025. Confirmed cargo theft rose 18% year over year, while the average theft value increased 36% to $273,990. A delayed load therefore deserves more than a revised ETA. It needs a security decision.
Freight forwarders can make that decision consistently by creating a dwell-time security trigger inside the transportation workflow. The trigger combines terminal conditions, actual dwell, cargo value, location risk, and custody evidence, then escalates protection before a routine delay becomes a claim.
Why dwell changes the risk profile
Freight is most vulnerable when movement stops but operational ownership keeps changing. A driver may be waiting outside a terminal, a loaded container may be grounded pending an appointment, or a trailer may be dropped until the consignee reopens. Each pause increases the time available for surveillance, identity fraud, seal tampering, or physical theft.
Location matters as much as duration. Inbound Logistics notes that 71% of reported cargo thefts occur in unsecured parking areas. Thirty extra minutes inside a controlled facility is not equivalent to thirty minutes at an unmonitored overflow lot. A useful trigger must distinguish the two.
Tactics are also changing. According to FreightWaves, strategic cargo theft—using deception to obtain freight—rose 1,475% between the first quarter of 2022 and the fourth quarter of 2024. This means a valid geofence ping alone cannot prove that the right carrier, driver, or consignee has custody.
Build a shipment-level dwell risk score
Start with a score from 0 to 100 and recalculate it whenever a shipment enters a geofence, misses a milestone, changes custody, or receives a terminal-status update. The score does not need to predict every theft. Its job is to make protective actions repeatable.
1. Terminal and route status: up to 20 points
Add points for appointment suspension, gate congestion, labor disruption, chassis shortages, weather closures, or an ETA that extends beyond staffed receiving hours. Use terminal advisories where available, but confirm their effect with shipment events. A general congestion notice should not automatically escalate a container that has already cleared the gate.
2. Excess dwell: up to 25 points
Compare current dwell against a lane- and facility-specific baseline. A simple structure could assign five points at the 75th percentile, 15 at the 90th percentile, and 25 when dwell exceeds either the 95th percentile or a hard operational limit.
Use separate clocks for driver wait, dropped-trailer dwell, container ground time, and post-release pickup. They represent different custody and response conditions. Pause the clock only for a documented operational reason—not because tracking data stopped arriving.
3. Cargo attractiveness and value: up to 25 points
Score declared value, value density, resale liquidity, temperature sensitivity, and whether packaging exposes the commodity. Electronics, food and beverage, metals, pharmaceuticals, and branded consumer goods may require lower thresholds than low-value industrial inputs.
Avoid putting a plain-language commodity description or exact cargo value into alerts sent broadly. The operations team needs a risk tier and required action; only authorized users should see commercially sensitive detail.
4. Location security: up to 15 points
Classify every regular stop and overflow location. Consider controlled entry, fencing, lighting, cameras, guard coverage, verified secure-parking status, and historical incidents. Add points when an unexpected stop occurs outside an approved geofence or when a driver approaches the end of available hours without a reserved secure space.
5. Custody and identity gaps: up to 15 points
Add risk when the expected carrier, tractor, trailer, driver, seal, pickup number, or consignee contact does not match the plan. Missing proof of handoff should matter even when the shipment is moving. Strategic theft exploits plausible-looking instructions, so changes to delivery location or carrier identity should require out-of-band verification using a trusted contact—not the phone number supplied in the change request.
Connect score bands to mandatory actions
A score without a response playbook becomes another ignored dashboard number. Define actions before a load enters the network:
- 0–29, monitor: Continue normal tracking and retain milestone data.
- 30–49, verify: Confirm terminal status, appointment, driver identity, location, seal, and next safe stop. Shorten the tracking interval.
- 50–69, protect: Require an approved secure-parking location or accelerated pickup. Notify the security owner and receiving facility. Prohibit unattended stops for designated commodities.
- 70–100, intervene: Hold any unverified change, maintain continuous contact, and consider team drivers, an escort, a monitored recovery plan, or law-enforcement coordination when evidence indicates an active event.
Thresholds should vary by commodity and lane. A high-value technology load can move directly to the protect band after an unexpected stop, while a lower-value load may require multiple risk factors. Override decisions need a named approver, a reason, and an expiration time.
Preserve a claim-ready evidence trail
When an incident occurs, scattered texts and screenshots make reconstruction slow. Retain the original dispatch, carrier qualification record, driver and equipment verification, timestamps for each custody transfer, geofence entry and exit, seal records, terminal advisories, route changes, alert history, acknowledgments, and action taken.
Protect that evidence with role-based access and an audit log. Operational notifications should reference a shipment ID, risk band, location category, and required action rather than revealing customer names, exact values, or detailed commodity descriptions. Preserve source events unchanged; corrections should be appended rather than overwriting the original record.
Finally, review every high-risk alert and incident. Measure time from threshold breach to acknowledgment, time to protective action, false-positive rate, theft frequency by dwell band, and loss severity. That feedback will show whether thresholds are too sensitive, too slow, or missing a location or custody signal.
