When a cargo airport loses runway capacity, the first visible problem is a delayed aircraft. The more expensive problem develops later: missed connections, unavailable crews, overflowing terminals, expired delivery promises, and trucks arriving for freight that has not landed.

That chain reaction is unfolding at Miami International Airport after an Amazon Air Boeing 767-300 operated by 21 Air overran a runway on September 6. FreightWaves reported that two of Miami's four runways remained closed the next morning. The FAA's earlier suspension of flight activity also kept aircraft and crews from arriving on schedule, while some flights were diverted to Orlando.

For forwarders and shippers, the lesson is not to predict exactly when a runway will reopen. It is to run a diversion clock that forces increasingly specific decisions at six, 12, and 24 hours.

Half the runways closed does not mean half the capacity

Runway availability is not a simple percentage. Aircraft type, wind direction, taxiway access, arrival sequencing, and work around the accident site determine what the remaining pavement can support. A cargo flight may technically operate while still losing its connecting uplift, handling window, or outbound truck appointment.

Miami's role magnifies the risk. SupplyChainBrain reported that MIA handled almost 3.5 million tons of freight in 2025 and is the busiest U.S. airport for total freight, with particular importance for Latin American and Caribbean flows. A disruption there can therefore affect perishables, pharmaceuticals, e-commerce parcels, industrial parts, and consolidated freight across several countries.

Recovery time is also uncertain. The aircraft traveled roughly 1,300 feet beyond the paved runway, according to additional FreightWaves reporting. Investigators needed to document a debris field, while fuel had to be removed and remediated before safe aircraft access. That is a reminder that an estimated reopening time is operational intelligence, not a commitment.

Start the diversion clock with four inputs

A forwarder should start the clock as soon as a closure, ground stop, or severe capacity restriction threatens a booked movement. Each affected shipment then needs four live inputs:

  1. Airport status: available runways, operating restrictions, published recovery estimates, carrier cancellations, and terminal acceptance.
  2. Shipment priority: product sensitivity, remaining delivery slack, connection cutoff, service commitment, and financial consequence of delay.
  3. Alternate capacity: confirmed uplift, warehouse space, ground-handling capability, customs availability, and truck capacity at Orlando, Fort Lauderdale, Tampa, or another viable gateway.
  4. Rerouting cost and control: added air and road charges, transfer risk, security needs, customs consequences, and the party authorized to approve the change.

These fields prevent two common mistakes. The first is waiting for certainty until alternate capacity disappears. The second is diverting immediately without confirming that the alternate airport can receive, process, clear, and release the freight.

The six-hour checkpoint: protect options

During the first six hours, build an affected-shipment list and protect capacity without creating conflicting bookings.

Rank freight by remaining connection time and consequence, not only by declared value. A lower-value production component can stop a factory, while an expensive shipment may have several days of slack. Confirm whether the operating carrier expects a delay, cancellation, technical stop, or diversion. Ask alternates for actual handling and uplift availability rather than relying on scheduled frequency.

The TMS should flag shipments with temperature control, dangerous goods, live-animal, security, or customs constraints. It should also preserve the original route and rate before planners model alternatives. If a carrier offers recovery on the next flight, compare that option against a road transfer to another gateway using the same delivery deadline.

The 12-hour checkpoint: commit or release

By 12 hours, protected options should become decisions. Confirm the alternate flight number, booking status, terminal cutoff, ground handler, truck pickup, customs process, and consignee acceptance. Release speculative capacity that is no longer needed so planners do not create duplicate movements or charges.

This is also the point to recalculate the complete cost. Add origin recovery, inter-airport trucking, handling, screening, storage, rebooking, customs amendments, and final-mile changes. Compare that total with the cost of waiting, including production downtime, spoilage, service penalties, and customer escalation.

Every approval should be attached to the shipment record. Email and chat can help teams move quickly, but they are poor systems of record when finance later asks why an expedited truck or premium uplift was authorized.

The 24-hour checkpoint: rebuild the downstream plan

At 24 hours, treat the disruption as a network event rather than a late flight. Reforecast terminal workload, recovery-flight arrivals, truck appointments, labor, cold storage, and customer delivery slots for the following day. A runway reopening can release a surge of delayed aircraft, creating a second bottleneck at cargo sheds and pickup doors.

Update customers with a revised milestone sequence: booked, tendered, departed, diverted, recovered, customs cleared, available, picked up, and delivered. Do not overwrite the original milestones. Keeping both planned and actual events makes detention disputes, insurance claims, carrier reviews, and post-incident analysis defensible.

Preserve one custody trail through every reroute

Diversion creates extra handoffs precisely when teams are under pressure. The shipment record should retain the master and house air waybills, piece count, weight, seal or ULD identifiers, temperature readings, custody signatures, photos, customs references, and each incremental charge. New legs must remain linked to the original order rather than becoming disconnected emergency bookings.

The useful management metrics come after recovery: time from alert to decision, percentage of priority shipments protected, cost per diverted kilogram, milestone completeness, missed pickups, and time until the backlog clears. Those measures turn a painful event into better trigger thresholds for the next one.
