Laredo's Extended Empty-Trailer Hours Need a Repositioning Queue

More bridge hours can create capacity, but they do not decide which trailer should move first.
Beginning September 14, 2026, the Port of Laredo and Nuevo Leon's Border Zone Development Corporation plan to run a 90-day program extending weekday operating hours for empty tractors and trailers at the Colombia-Solidarity Bridge. The program gives cross-border operators a larger window to return equipment to the side where its next revenue load begins. To convert that window into usable capacity, however, dispatchers need more than a list of empties. They need a shared, continuously prioritized repositioning queue.
An empty trailer is not automatically available capacityโ
The scale of Laredo makes small coordination failures expensive. FreightWaves reports that the Laredo port of entry processes more than 17,000 commercial truck crossings daily across its two international bridges. Earlier reporting put traffic at the World Trade Bridge alone at roughly 4,000 to 6,000 commercial trucks per day. At that volume, even a modest share of trailers sitting on the wrong side of the border can constrain tomorrow's loading plan.
The new program is specific, not open-ended. According to FreightWaves' report on the initiative, it is a 90-day trial for empty tractors and trailers at the Colombia-Solidarity Bridge. That makes the extended window a perishable operating opportunity. A trailer that reaches the queue without a verified empty status, eligible driver, bridge routing, or next-load assignment may consume time without releasing useful capacity.
The right question is therefore not, "How many empties do we have?" It is, "Which empty movement protects the most valuable next commitment before today's crossing window closes?"

A practical repositioning queue should score each trailer using four factors.
First, identify the next committed load. A trailer required for a confirmed automotive pickup at 6 a.m. should normally outrank equipment being moved to improve general pool balance. Record the pickup location, appointment, customer priority, service consequence, and latest feasible border departure.
Second, validate equipment compatibility. Dry vans, reefers, flatbeds, and specialized trailers are not interchangeable. The queue should capture trailer type, dimensions, food-grade or hazmat restrictions, temperature capability, inspection status, and any customer-specific requirement. Sending an incompatible empty across the border creates movement without capacity.
Third, expose the detention and dwell clock. Show when the asset became empty, its current free-time deadline, accumulated charges, and yard dwell. This prevents a dispatcher from protecting tomorrow's load while overlooking a trailer already generating avoidable cost. Inbound Logistics notes that real-time tracking of asset location, status, and contents can reduce wait time and detention charges; those fields belong directly in the queue, not in a separate spreadsheet.
Fourth, confirm driver-hours feasibility. The highest-value trailer cannot move if the assigned driver lacks sufficient hours for the yard pickup, approach, inspection, crossing, delivery, and safe parking. Estimated cycle time should be recalculated as bridge conditions change. A feasible lower-priority move is better than a critical move that predictably strands the driver mid-process.
Put four parties on one operational recordโ
Cross-border repositioning fails at handoffs. The yard may mark a trailer empty while the carrier still shows it loaded. A broker may have released a move while dispatch lacks the reference. A driver can arrive at the bridge only to discover that the destination yard will be closed.
One queue should join the milestones owned by the broker, carrier, yard, and bridge operation:
- Yard: unload complete, trailer inspected, seal removed, damage exception resolved, and gate-ready location confirmed.
- Broker or compliance team: empty-move documentation complete, identifiers validated, route and crossing eligibility confirmed.
- Carrier: tractor and driver assigned, hours checked, appointment accepted, and dispatch acknowledged.
- Crossing and destination: bridge cutoff forecast, arrival recorded, crossing completed, destination gate accepted, and equipment made available for its next load.
Each trailer record needs an owner, current status, next action, promised time, and exception reason. Use event timestamps rather than manually edited labels wherever possible. If an exception occurs, the system should preserve the original priority and show why the move was deferred. That history is essential when teams review missed loading windows.
Manage the extended window as a rolling cutoffโ
Do not release every eligible empty at once. Recalculate the queue at fixed intervals and whenever a material event changes: a load is confirmed, a trailer becomes empty, a driver loses available hours, detention begins, or the predicted bridge turn time rises.
A simple operating rhythm works well:
- Build the initial queue from next-day demand and today's available empties.
- Validate documents, equipment, and driver feasibility before dispatch.
- Release moves in controlled waves based on current bridge and yard capacity.
- Re-rank unreleased trailers after every wave.
- Escalate any trailer whose latest safe departure is approaching.
This approach keeps urgent equipment from being trapped behind low-value moves and prevents a surge at the bridge from merely shifting congestion to the destination yard.
Measure capacity recovered, not activity createdโ
Crossing counts alone can flatter the program. A useful scorecard should connect each empty move to an operational outcome.
Track the loaded-to-empty crossing ratio by direction and equipment type to reveal persistent imbalance. Measure empty-ready-to-destination turn time, including its yard, approach, border, and receiving components. Count missed crossing windows and code the cause: documentation, yard delay, unavailable driver, bridge congestion, or destination refusal.
Most importantly, measure recovered capacity: trailers repositioned in time to cover a committed load that otherwise would have required a substitute, rental, delay, or empty-mile recovery move. Pair that number with avoided detention, prevented service failures, and additional loaded trips. Review results weekly during the 90-day program so dispatch rules can improve while the trial is still active.
