The Port of New York and New Jersey moved 503,016 loaded twenty-foot equivalent units in June 2026. That is an impressive measure of gateway demand, but it does not answer the question importers care about most: how quickly did the goods become usable inventory?

A container counts toward port volume when it crosses a defined handling point. The importer’s commercial clock keeps running through discharge, availability, customs release, pickup, rail departure, warehouse receipt, and unloading. A gateway can therefore post strong throughput while individual shipments accumulate costly dwell between custody events.

The right response is not to dismiss TEU totals. It is to put them inside an end-to-end import velocity scorecard that measures elapsed time, variability, and exception ownership from vessel arrival to final receipt.

June volume provides context, not a service guarantee

FreightWaves reported that New York-New Jersey handled 503,016 loaded TEUs in June, up 7.6% year over year. Total monthly volume, including empty equipment, reached 769,422 TEUs, an 11.9% increase. The port was the second-busiest U.S. gateway for loaded containers that month, behind the Los Angeles-Long Beach complex.

Yet first-half throughput of 4,427,159 TEUs was virtually level with the prior year. That contrast matters. A sharp monthly increase within a flat half-year can concentrate demand into particular vessel calls, terminal shifts, rail windows, and warehouse appointments. The annual average may look stable while the operating system experiences a genuine surge.

Timing also complicates the demand signal. Reuters reported that an early U.S. import surge was losing momentum as shippers reassessed purchasing and capacity. Front-loading can make one month look exceptionally strong without establishing a new long-term baseline. Importers need to distinguish cargo that arrived early from cargo that flowed quickly.

Start the clock before the container is available

Traditional reports often begin with terminal availability and end at gate-out. That excludes two places where delays hide: before availability and after pickup.

Start with actual vessel arrival and discharge. Measure the hours from arrival to berth, berth to discharge, and discharge to the first valid availability notice. This identifies congestion, operating delays, and message latency that a simple “available” timestamp conceals.

Next, separate physical availability from administrative release. Customs clearance, carrier release, terminal holds, freight payment, and documentation corrections can each stop a box that is already on the ground. Record the start and end of every hold, along with the party responsible for the next action. Overlapping holds should remain separate; otherwise one resolved issue can make the entire delay look closed.

Then measure availability to appointment, appointment to gate-in, gate turn time, and gate-out to warehouse arrival. For rail cargo, add discharge-to-rail-availability, rail departure, destination grounding, and final pickup. The endpoint should be warehouse receipt or unload completion—not the moment a container leaves the marine terminal.

Track the handoffs that convert volume into dwell

Five handoffs determine whether high port throughput becomes dependable inventory flow.

Container availability: Compare physical discharge with the first actionable availability status. Monitor corrected and withdrawn availability messages, because false-ready events waste appointments and drayage capacity.

Release readiness: Track customs, carrier, terminal, and documentation releases independently. Report both median release time and the slowest 10% of shipments. The upper tail is where demurrage and customer-service failures accumulate.

Appointment access: Measure the time from full release to the earliest practical appointment, not merely the appointment eventually selected. Include appointment cancellations and failed attempts so constrained capacity cannot disappear from the data.

Equipment coordination: Record chassis availability, dual-transaction success, trouble-window visits, and driver turn time. A container may be ready while the equipment or transaction needed to move it is not.

Inland completion: Compare gate-out with warehouse appointment, arrival, unloading, empty return, and rail connection. This exposes delays displaced from the terminal into drayage yards, congested receiving docks, or empty-return queues.

Build a gateway scorecard around elapsed time

An importer comparing gateways should use consistent milestones across terminals and modes. A useful scorecard includes:

  • vessel arrival to discharge;
  • discharge to actionable availability;
  • availability to all required releases;
  • full release to first appointment opportunity;
  • appointment to completed gate transaction;
  • gate-out to warehouse receipt or rail departure;
  • total arrival-to-receipt time; and
  • free time remaining at pickup.

For every interval, show the median, 90th percentile, and percentage completed within target. An average alone can hide a small group of severely delayed containers. Add exception frequency, average resolution time, and preventable accessorial cost per container. Segment results by terminal, carrier, service, commodity, customs entry type, dray provider, rail route, and receiving location before blaming the gateway as a whole.

The scorecard also needs data-quality measures. Track missing milestones, late event messages, conflicting timestamps, and events manually reconstructed after the fact. A gateway should not receive a high velocity rating when the apparent speed comes from absent data.

Turn the scorecard into operating decisions

Use the results in routing, procurement, and daily execution. Routing teams can compare total landed time and variability alongside ocean rate and transit time. Procurement can define service requirements for milestone completeness, release turnaround, appointment access, and exception response. Operations can create alerts when a shipment exceeds the normal duration between two custody events.

Each alert should identify the shipment, current custodian, blocking condition, next action, owner, and free-time exposure. The goal is not more notifications. It is earlier intervention while an appointment can still be changed, a document corrected, a carrier contacted, or a receiving window protected.

Review trends weekly during surges and monthly during normal periods. If the 90th percentile deteriorates while the median stays stable, capacity is becoming less resilient. If discharge-to-availability improves but arrival-to-receipt does not, the bottleneck has moved inland. These distinctions turn port statistics into decisions rather than headlines.
